92 <br />April 3, 1978 <br />The special meeting of the Lino Lakes City Council was called to order at 7:45 P.M. by <br />Mayor Karth on April 3, 1978. Council members present; Kulaszewicz, McLean, Schneider, <br />Zelinka. Absent; None. Mr. Locher and Mr. Mobley were also present. <br />This meeting had been called for the purpose of considering Ordinances to be adoupted <br />by the City Council for the purposes of 1) licensing contractors, 2) disposing of un- <br />claimed property; 3) regulating the parking of trailers within the City limits; and 4) <br />setting the fees and procedures for the pumping of septic systems. <br />The first ordinance to be considered was the one requiring all contractors operating with- <br />in the City to be licensed and bonded. A sample ordinance had been prepared and all <br />Council members have a copy. This sample was read and the areas of questionable methods <br />were discussed. Mr. Locher made notes on the changes suggested by the Council members. <br />He will prepare an Ordinance incorporating all suggestions by the Council members and pre- <br />sent for consideration, at the April 10, 1978 Council meeting. <br />The matter of a fee for the pumping of septic systems was discussed. This fee is to <br />cover clerical fees and to provide a method for record keeping. <br />Mr. McLean moved to set the fee at $2.00. Seconded by Mr. Zelinka. Motion declared <br />passed. The Clerk was instructed to get a quote on the printing of the permit forms <br />and to set a method of reporting and record keeping. <br />II <br />The Ordinance written by Mr. Locher on the parking of trailers was considered. Mr. <br />Zelinka questioned the 'connecting to an electrical outlet' in that a recreational veh- <br />icle could be provided with electrical service to heat or to maintain a refrigerator. <br />The possibility of having out of State visitors with recreational vehicles parked at a <br />residence was also discussed. Mr. Locher will write a section to provide for this. <br />This Ordinance will also be considered at the April 10, 1978 Council meeting. <br />Mr. Locher had previously prepared an Ordinance for the disposal of unclaimed property. <br />This property must be held for sixty (60) days and must be advertised for sale and if <br />the owner can prove ownership within six (6) months, the sale price must be given to <br />that person. There were no changes in this suggested Ordinance. Mr. Locher will also <br />present this at the April 10, 1978 meeting for Council action. <br />The Clerk was informed that Mr. Bob Burman will be calling for a date on which to sch- <br />edule another public hearing on the Birch Street project. <br />She was also instructed to put the matter of the right -of -way requirements of the County <br />on the agenda for that meeting. <br />Mr. Schneider moved to adjourn at 10:15 P.M.
