1 <br />103. <br />May 3, 1978 <br />The special meeting of the Lino Lakes City Council was called to order at 7:00 P.M. on <br />May 3, 1978 by Mayor Karth. Members present; McLean, Kulaszewicz. Schneider, Zelinka. <br />Absent: None. Mr. Locher was also present. <br />Mayor Karth said the purpose of this meeting is to discuss personnel problems within the <br />Police Department. Mayor Karth and Mr. Kulaszewicz had met with the. Police Department <br />personnel on Saturday, April 29, 1978 to air these problems. Basically the part time per- <br />sonnel is objecting to the number of hours they are working. This is due to the injury <br />of Officer Kirschbaum. The;part time personnel are working to the point that they only <br />have one week off per month. <br />Chief Myhre explained this is due to the shortage of manpower - Officer Kirschbaum's ill- <br />ness and the part time man that had not been replaced. <br />Mr. Kulaszewicz felt that, in order to bring the force up to the necessary manpower, it <br />would take one full time man and two part time men. <br />Chief Myhre said four part time men would cost no more in salaries than is being paid now <br />the hours covered would remain the same, just be handled by differenct personnel. <br />The full time man would assume the hours that Officer Kirschbaum shoud be working and the <br />salary, insurance and uniforms are in the budget. Chief Myhre presented his figures for the <br />proposed four full time men and four part time men. <br />Mr. Schneider asked if there would be a problem getting someone for the part time posit- <br />ion and Chief Myhre said, No. <br />Mr. Zelinka asked if the extra personnel would alleviate the nessity to work so many week <br />ends, and Chief Myhre said he has not decided on the schedule but it would be on a rotat- <br />ing basis. <br />Someone wondered if the Police Advisory Board should be involved in this matter and it <br />was felt this Board is too new to have any input on this problem. <br />Chief Myhre said, with the new regulations, he would only consider certified men to fill <br />these positions. <br />Mr. McLean moved to advertise for one part -time and one full -time certified officer with <br />no increase in overall salaries and no increase in the hourly coverage. Seconded by Mr. <br />Kulaszewicz. Motion declared passed. <br />Mr. Zelinka suggested carring the League of Minnesota Cities for a possible list of avail - <br />ale personnel - also ask if any of the part time personnel would be interested in the <br />position. <br />Mr. Kulaszewicz felt the Personnel Commission should be involved in this matter. Chief <br />Myhre said he will screen the applicants and present to the Personnel Commission for a <br />recommendation to the Council. Mr. Kulaszewicz will schedule a meeting for the interviews. <br />The matter of the Police Contract was discussed. There has been no response from the <br />III Mediator. The Clerk had sone an analysis on the budget, City's proposal and the Union <br />Proposal. On the matter of the insurance, the Police wanted the dependent coverage paid <br />by the City. Mr. McLean asked if this was paid for the City for the other employees and <br />was told, No. He said then this should not be paid for the Police. <br />The matter of the disability coverage carried by the City employees was discussed. Mr. <br />Zelinka felt this insurance should be mandatory and should be paid for by the City, in <br />
