January 30, 1979 <br />207 <br />A special meeting of the Lino Lakes Cit Council was called to order at <br />8:00 P.M. on January 30, 1979, by Mayor Karth. Council members present; <br />Kulaszewicz, McLean, Schneider, Zelinka. Mr. Locher was also present. <br />Mr. Lee Starr and Mr. Bob Masanec were present representing the Phusical <br />Development Committee of the Metropolitan Council. <br />This meeting had been called to resolve several issues involving the use <br />of the Metro Interceptor located on Birch Street and actions necessary <br />for this Council to take in order to release the moritorum on the use <br />of that facility. <br />Mr. McLean stated that he had felt at the conclusio- of the last meeting <br />there had been a very positive attitude - this memo is very negative - <br />what happened? <br />it was felt the City's position on septic tank inspection and the method <br />of monitoring was vague. The Council felt they had made it quite clear <br />that if the 'post card' method was satisfactory to the Metro Council, this <br />was the method that would be used. <br />Thses cards would be sen bi- annually, new systems would be installed <br />according to code and the City would require old systems to be brought <br />up to code when problems are encountered. <br />Mr. Zelinka moved that this City will adopt a septic system inspection <br />system similar to the one in operation in the City of Andover, with <br />bi- annual reporting. This system will be in effect in the 1st quarter <br />of 1979. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Schneider moved that a copy of this Resolution be forwarded to Mr.. <br />Lee Starr and Mr. Mazanec. Seconded by Mr. McLean. Motion declared passed. <br />Mr. McLean went over the past history of this problem for the benefit of <br />Mr. Mazanec, in that another problem that must be resolved is the density <br />figures. <br />After some discussion on this, it was generally felt that the septic <br />system monitoring will take care of the density problem. <br />Mr. Starr said that with the actions taken by this City tonight, the <br />recommendation that the moritorium on the use of the interceptor be lifted <br />would be forwarded to the Physical Development Committee. This use would <br />be limited to the area designated as Urban Service Area #1. How and where <br />these connections are used, is the prerogative of this Council. These <br />hook -ups will porbably be used on a first come /first served basis over the <br />next 10 to 15 years. This is the life span offthe interceptor. When the <br />capacity of the lift stations has been reached, then no more homes may <br />be connected. <br />There was some discussion on the matter of the Open Space and the Clerk <br />was asked to amil a copy of the letter sent to Mr. Nethercut in October. <br />It would seem this letter had never arrived. The matter of the bike <br />trail was discussed. As was the Sewer Service Area #2, the reserved <br />capacity in the Blaine Interceptor for service to that area of Lino Lakes. <br />These matters were discussed in connection with the necessity to update <br />the Comprehensive Land Use Plan. <br />The Council was told the need for City sewers in that area should be <br />
