288 <br />July 26, 1977 <br />A special meeting of the Lino Lakes City Council was called to order at 7:35 P.M. by <br />Mayor Bohjanen. Council members present: Karth, McLean, Schneider, Zelinka. Absent: <br />None. <br />The question on the hard shell for Otter Lake Estates had been researched and cleared. <br />Mr. Karth moved to approve a copy of the final plat as presented by Mr. Gotwald. Sec- <br />onded by Mr. Zelinka. Motion carried unanimously. <br />Check #8108, held for clarafication, and checks #8111 & 8112 were presented for Council <br />approval. Mr. McLean so moved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />There was discussion on the matter of the Attorney, Planner and Engineer fees in connect- <br />ion with plats. Mr. Zelinka moved the developers be billed on a monthly basis and an <br />accounts receiveable be established with I% per month penalty. The billings are to be <br />sent to the developers within the first 30 days after receipt of the bill. Seconded by <br />Mr. Schneider. Motion carried unanimously. <br />This meeting had been called for the purpose of discussing the proposed system statement <br />as written by the Metropolitan Council. <br />There was discussion on the possibility of an interchange at the intersection of 135W and <br />County Road #14. The Clerk is to check Mr. Oberstar's files for information on that sub- <br />ject. It was also suggested that she contact Centerville, Mr. Burman, Mr. Ed Karth and <br />Mr. Tom Caron. <br />On page 6, on the interchange add "based on anticipated use of this facility (Chain of <br />Lakes Open Space Preserve) the collector, County Road #14 will be unable to handle the <br />volume of traffic. The interchange will eliminate the necessity of upgrading County Road <br />#23 and County Road #14. " <br />In conjunction with the EQB meeting scheduled for Thursday, July 28, 1977 on the West <br />Oaks of Bald Eagle, it was felt that on the Metropolitan Council's plan to include that <br />area in Open Space should be dealt with at that meeting. The Council's position was they <br />may ask for assistance to develop the area planned to be left open, but will not release <br />control of the land. This is part of a long range plan of the City's. It was felt that <br />the contributions this City has already made in that area should be pointed out in a pos- <br />itive manner. The leadership of this City in getting Centerville Lake cleaned and the <br />passage of the sign ordinance which gives this City far less visual pollution than other <br />Citites. The City also has a very strict mining ordinance and the ordinances concerned <br />with construction are all on the restrictive side. <br />It was felt this meeting should be taped. The Clerk will get cassettes to fit Mr. Zelinka's <br />recorder. <br />Mr. Zelinka moved to adjourn at 10:05 P.M. Seconded by Mr. McLean. Aye. <br />1 <br />1 <br />
