Consent Agenda. <br />These items are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember or citizen so <br />requests, in which the item will be removed from the Consent Agenda and placed elsewhere on the agenda. <br /> <br />A. Approval of February 12, 2013, Council Meeting Minutes. <br />B. Licenses and Permits. <br />C. Claims. <br /> <br />IV. Public Hearing. <br /> Todd Hubmer, WSB & Associates will be presenting the following: <br />A. Resolution 13-027; a Resolution Ordering Improvements for the 2013 Street & Utility Improvements. <br />B. Resolution 13-028; a Resolution Adopting and Confirming Assessments for the 2013 Street & Utility <br />Improvements. <br />V. Reports from Commission and Staff. None. <br /> <br />VI. Resolution 13-029; a Resolution Awarding a Bid for the 2013 Street & Utility Improvements. <br />B. Resolution 13-030; a Resolution Accepting and Approving the Grant Agreement between the City of St. <br /> Anthony Village and the Metropolitan Council of Environmental Services for the Improvement of <br /> Publically Owned Infrastructure. (MCES Agreement #SG2013-027) <br />C. Resolution 13-031; a Resolution Providing for the Sale of $1,810,000 General Obligation Bonds, Series <br /> 2013B. Stacie Kvilvang, Ehlers & Associates is presenting. <br />D. Approving a Wine & Beer Combination license for Wine and Canvas located at 2900 Pentagon Drive. <br />Mark Casey, City Manager is presenting. (motion only) <br />E. Fire Department Annual Report. Chief John Malenick is presenting. <br /> <br />VII. Reports from City Manager and Council members. <br /> <br />VIII. Community Forum. <br />Individuals may address the City Council about any item not included on the regular agenda. Speakers are requested to come to the podium, sign their name and address on the <br />form at the podium, state their name and address for the Clerk’s record, and limit their remarks to five minutes. Generally, the City Council will not take official action on items <br />discussed at this time, but may typically refer the matter to staff for a future report or direct the matter to be scheduled on an upcoming agenda. <br /> <br />IX.
