MAYOR'S PROCLAMATION DECLARING A LOCAL EMERGENCY <br />WHEREAS, the Mayor of St. Anthony finds that the following situation exists: <br />• World Health Organization has declared a novel coronavirus- COVID-19 as a Pandemic. <br />• Cases of the COVID-19 continue to increase at a rapid rate, stressing the local healthcare system. <br />• Federal, State, and County Health Agencies have enacted social distancing mandates in an effort to <br />reduce risk and stress on the healthcare system. <br />• The expectations on local resources and services will be stressed and there is a need to increase our local <br />operations and spending capabilities to respond to the growing needs of the community we serve. <br />WHEREAS, the Mayor finds that the situation is sudden and unforeseen and could not have been anticipated; <br />WHEREAS, the Mayor finds that conditions in the City of St. Anthony have worsened considerably as a result <br />of the situation; <br />WHEREAS, the Mayor finds that the situation threatens the health, safety, and welfare of the citizens of the <br />community; <br />WHEREAS, the Mayor finds that the situation has resulted in catastrophic loss to property/ environment or will <br />cause such loss if not immediately addressed; <br />WHEREAS, the Mayor finds that traditional sources of relief are not able to repair or prevent the injury or loss. <br />Therefore, pursuant to Minn. Stat. § 12.29 the Mayor hereby declares this situation to be a local emergency <br />effective at 5:30 PM on March 19, 2020. <br />This declaration of a local emergency will invoke the City's disaster plan. The portions that are necessary for <br />response to and recovery from the emergency must be used. , <br />March 19, 2020 <br />Date <br />NOTE: The council must give approval in order for the Emergency Declaration to last for more than three days <br />
