I CITY OF ST. ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 MARCH 28, 2023 <br />4 <br />5 CALL TO ORDER. <br />6 Mayor Stille called the meeting to order at 7:00 p.m. <br />7 <br />8 PLEDGE OF ALLEGIANCE. <br />9 <br />10 Mayor Stille invited the Council and audience to join in the Pledge of Allegiance. <br />11 <br />12 ROLL CALL. <br />13 <br />14 Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster. <br />15 <br />16 Absent: None <br />17 <br />18 Also Present: City Planner Steve Grittman, Police Captain Jeff Spiess, Police Chief Jon Mangseth, <br />19 and Assistant to the City Manager Nicole Miller <br />20 <br />21 <br />22 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />23 ITEMS. <br />24 <br />25 I. APPROVAL OF MARCH 28, 2023 CITY COUNCIL MEETING AGENDA. <br />26 <br />27 Motion by Councilmember Randle, seconded by Councilmember Webster, to approve the City <br />28 Council Meeting Agenda of March 28, 2023 as presented. <br />29 <br />30 Motion carried 5-0. <br />31 <br />32 II. PROCLAMATIONS AND RECOGNITION. <br />33 <br />34 A. Promotion of Officer Jim South to Sergeant. <br />35 <br />36 Police Chief Mangseth announced Officer Jim South was promoted to Sergeant. Officer South <br />37 has been a member of the St. Anthony Police Department since 2005. He reviewed Officer <br />38 South's roles and accomplishments since joining the Department. Chief Mangseth invited Jim <br />39 South and his wife to come forward. Robin pinned the Sergeant badge on Sergeant South. Chief <br />40 Mangseth presented Sergeant Jim South to the Council and residents. <br />41 <br />42 Sergeant South thanked all for allowing him to be present at the meeting to receive his <br />43 promotion. He is overwhelmed with the support from his fellow officers present. He is proud and <br />44 happy to be with the St. Anthony Police Department. St. Anthony is a wonderful community and <br />45 he has made friends outside of work in St. Anthony and he does not live in St. Anthony. He <br />46 thanked his wife Robin for her support. <br />47 <br />48 Mayor Stille and the Council congratulated Sergeant South on his promotion and thanked him <br />49 for his service to St. Anthony. <br />
