CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 23-077 <br />A RESOLUTION AUTHORIZING THE APPLICATION FOR <br />THE METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES <br />2023 PRIVATE PROPERTY 1/1 GRANT PROGRAM <br />WHEREAS, the Metropolitan Council Environmental Services (MCES) has identified the City of St. <br />Anthony Village as one of the many metro cities having excessive quantities of <br />stormwater and groundwater, commonly referred to as Inflow and Infiltration (I&I), <br />entering the public sanitary sewer system; and <br />WHEREAS, to facilitate the reduction of I&I, MCES is offering a provision for future distribution of <br />available funding until the total is $1,500,000 for the State of Minnesota has been <br />expended on I&I reduction measures; and <br />WHEREAS, the St. Anthony Village Engineering and Public Works Departments have identified <br />private sanitary sewer system components requiring rehabilitation to minimize or <br />eliminate excessive I&I. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of St. Anthony Village that: <br />1) The City Council hereby authorizes the City Manager and the City Clerk to apply for the MCES <br />2023 Private Property Grant Program behalf of the City of St. Anthony Village. <br />2) The City Council hereby authorizes the City Manager, the City Clerk, or their designee, be <br />responsible for accepting and administering the individual private property applications and to <br />serve as the contact person regarding matters related to the MCES 2023 Private Property Grant <br />Program, except for those actions that must be approved by the City Council. <br />3) The City Council agrees to remit available grant funding towards the continued minimalization or <br />elimination of excessive I&I within the public sanitary sewer system. <br />4) The City of St. Atthony Village will secure and retain receipts for all eligible repairs and that <br />MCES will have reasonable access to audit these records upon request. <br />Adopted this 12th day of December, 2023. <br />ATTEST: <br />City Clerk <br />Reviewed for administration: <br />Randy Sol/ Mayor <br />Charlie Yunker, City Manager <br />
