Snelling Service Drive, if awarded to Hardrives Incorporated, is anticipated to <br />take about two to three weeks, and will be worked on prior to the State Fair. The <br />Roselawn project will be completed by Park Construction Company and <br />scheduling for the project is to be confirmed at a later date. <br />Council Member Harris Moved, Approved 4-0 <br />2. 2015 Request for Proposals (RFP) for Recycling Services <br />• City Administrator Sack Thongvanh stated that the proposed schedule to release <br />the RFP is July 1St. Questions for those submitting an RFP will be answered on <br />July 8th, and a preproposal meeting will be on July 14th. The proposals will be due <br />on August 3rd. On September 10th The City will be interviewing the finalists with <br />the intent of the contract starting on January 1St, 2016. <br />• Council Member Mercer -Taylor added that the Council had made a decision on <br />only seeking out single sort service providers. <br />Council Member Mercer -Taylor Moved, Approved 4-0 <br />3. Establishing an Interim Ordinance Temporary Prohibiting the Issuance of <br />Conditional Use Permits to Exceed Height Limitations <br />• City Administrator Sack Thongvanh stated that currently we have no conditions <br />outlined in the code for conditional use permits. Staff would like to put a <br />moratorium on it and have at least six months to review it before presenting it to <br />the council for recommendations and approval. <br />Council Member Harris Moved, Approved 4-0 <br />4. Reimbursement Resolution 2015 <br />• City Administrator Sack Thongvanh outlined the financial plan for the 2015 <br />Pavement Management Projects and presented a resolution to authorize the City <br />the ability to reimbursement ourselves when bonds are issued at a later date. <br />This would allow The City to be more competitive in regards to interest rates in <br />the bonding process and also reduce the cost of the issuance of multiple bonds. <br />Council Member Mercer -Taylor Moved, Approved 4-0 <br />5. Calling for Public Hearing for De La Salle High School Conduit Bonding <br />• City Administrator Sack Thongvanh presented a resolution for The City to have <br />a public hearing with the bond council and representative from De La Salle on <br />July 22, 2015. <br />Council Member Mercer -Taylor Moved, Approved 3-0 (Harris Abstains) <br />H. INFORMATION/ ANNOUNCEMENTS: <br />Council Member Mercer -Taylor: <br />The Environment Commission will be hosting a presenter from the US Department of <br />Agriculture Forest Service about what she may be able to do for the City of Falcon Heights. She <br />would be of service to The City of Falcon Heights rather than The City being required to use its <br />resources. <br />
