CITY OF FALCON HEIGHTS <br />REGULAR CITY COUNCIL MEETING <br />MINUTES OF APRIL 14, 1999 <br />The meeting was called to order at 7:00 P.M. by acting mayor Sam Jacobs. <br />Present: Jacobs, Gibson Talbot, Hustad, Kuettel, Hoyt <br />Absent: Gehrz <br />COMMUNITY FORUM <br />Members of a local boy scout troop were introduced during the Community Forum. Steve St. <br />George, the troopmaster, Jake St. George, Ryan Lill and Adam Pribyl attended the meeting to <br />work on their "citizen in the community" badge. <br />The minutes of the March 24, 1999 meeting were approved. <br />Councilmember Hustad requested that a legislative update be added to the policy agenda. The <br />council agreed to this addendum to the agenda. <br />• CONSENT AGENDA <br />Councilmember Kuettel moved approval of the consent agenda. The motion passed unanimously. <br />1. Consideration of a drug free workplace policy in conjunction with receipt of MCAD <br />grant from the State Department of Human Services <br />5. Appointment to the Middle Mississippi River Watershed Management Organization <br />POLICY AGENDA <br />Consideration of the pending assessment for the Falcon Heights United Church of Christ <br />properties at 1795 Holton Avenue. <br />Administrator Hoyt explained that officials from the Falcon Heights United Church of Christ <br />were requesting that the pending assessment for the street reconstruction work on their property <br />be extended over a fifteen year period. This request was instead of the planned ten year <br />assessment period because the assessment amount of $38,013.68 taxes the church's general <br />operating budget. Church officials also requested that the payments be in equal installments as <br />much as possible. The proposed fifteen year repayment period would charge the same interest <br />over time as other property owners. The city would not be out any money. Councilmember <br />Hustad moved approval of a fifteen year repayment period for the pending street assessment to <br />• the Falcon Heights United Church of Christ. The motion passed unanimously. <br />
