• <br />Page 2 <br />City Council Minutes <br />April 14, 1999 <br />Re uest to participate in the Como/St. Anthony Park Fall Clean-up Dak <br />Acting Mayor Jacobs explained that Falcon Heights had the opportunity to participate in the <br />annual Como/St. Anthony Park fall clean up day that is held on the Minnesota State Fairgrounds. <br />Administrator Hoyt said that the activity provided residents with the opportunity to get rid of stuff <br />they've been accumulating. Over fifty per cern of the items were recycled as part of the clean up <br />day. Users of the service were charged entry to the site and some items were charged for <br />recycling. In addition, the city was being asked to contribute $1,500 for administrative charges. <br />St. Paul also used city revenue to pay for some of the costs of the service. Councilmember <br />Kuettel noted that the city had a clean up day several years ago, but found that it was very <br />expensive for the number of users. In addition, she said that the ability to collect and recycle <br />goods was not available at that time. Councilmember Gibson Talbot moved approval of the <br />$1,500 from the solid waste fund for participating in the annual fall clean up day. <br />Legislative update. <br />• Councilmember Hustad reported on two items at the legislature that he felt the city council <br />should respond to because both items dealt with loss of local control, specifically in land use <br />issues. The first was the vote by both the house and senate eliminating cities' right to amortize <br />non-conforming land uses over time as a way to eliminate them after their financial investment <br />was expended. The second was the vote by the house to pre-empt cities authority to determine <br />the locations of firearms dealers and shooting ranges in cities through zoning. Effectively, <br />eliminating the cities right to determine the appropriate places for these uses within their city <br />limits. After some discussion by all councilmembers, Councilmember Hustad moved to have the <br />city administrator draft a very strong letter for the. mayor's signature that would articulate the <br />council's concern over these two actions that threaten the city's ability to use its elected officials <br />to make decisions about land use.
