TIF REFUNDING BONDS <br />Baldwin opened the public hearing at 7:09 p.m. He explained that <br />with the high interest rates on bonds previously issued for Tax <br />Increment Districts 1-2 (Coffman project) and 2-1 (Bullseye <br />project) and the low interest rates at present, the city's <br />financial consultant has recommended proceeding with the refunding. <br />There being no one in attendance wishing to be heard Baldwin closed <br />the hearing at 7:11 p.m. <br />Fiscal Consultant David Ma:roney informed Council that the bond sale <br />would be scheduled for January 27, 1993. Following a brief <br />discussion Gehrz moved adoption of Resolution R-93-2 which carried <br />unanimously. <br />RESOLUTION R-93-02 <br />A RESOLUTION PROVIDING FOR THE SALE OF $1,200,000 <br />G. O. TAX INCREMENT REFUNDING BONDS OF 1993 <br />COUNCIL ASSIGNMENTS FOR 1993 PRESENTED <br />Baldwin presented the slate of assignments for 1993. Gehrz stated <br />that she can no longer serve as the representative to the Chamber <br />of Commerce due to her work schedule and that Hoyt has agreed to <br />serve in that position. The assignment roster will be corrected to <br />reflect this change. <br />CITY TO CONTRACT WITH E-Z RECYCLING FOR RESIDENTIAL RECYCLING <br />SERVICES EFFECTIVE MARCH 1, 1993 <br />Jacobs explained that five proposals for recycling services had <br />been considered by the Solid Waste Commission at their January 7, <br />1993 meeting. At that meeting presentations were made by <br />representatives of three of the firms who submitted proposals, <br />E-Z Recycling, Knutson Services, Inc. and SuperCycle, Inc. <br />Jacobs summarized the Commission's deliberations which led to the <br />recommendation that the city contract with E-Z Recycling efffective <br />March 1, 1993. This decision was based on price, items to be <br />collected, and satisfactory references. <br />Following Jacob's summary, presentations were made to Co~:ncil by <br />Mark Heieren, Knutson Services, Chris Rheinhart, E- Z Recycling, <br />and Nancy Healy, SuperCycle. Council thoroughly discussed costs <br />and services offe.:ed by the three firms. Ciernia indicated he <br />would like to see the city consider a more inclusive program <br />collecting as many products as possible and also questioned <br />changing from the present firm who has provided dependable service. <br />Baldwin commented on the fact that it is always difficult to leave <br />a good service, but the Solid Waste Commission has done its work, <br />
