MINUTES Q ~' <br />JANUARY 13, 1993 <br />PAGE 3 ' <br />made a recommendation, and has proven to make sound recommendations <br />in the past. <br />Solid Waste Commissioners Laura Kuettel and Martin McCleery were <br />in attendance to support the commission's decision. Ms. Kuettel <br />commented that the firm's proposed charge is the lowest, they have <br />over 5 years experience, and good references. Mr. McCleery <br />indicated he would like to see as many products as possible <br />collected for recycling (preferably everything) however cost has to <br />be considered. <br />After further deliberation by Council, Jacobs moved that bayed on <br />the findings and recommendation of the Solid Waste Commission, the <br />city enter into a one year cora~Lract with E-Z Recycling effective <br />March 1, 1993 with a provision to extend the contract if agreed <br />upon by both parties. Upon a vote being taken, the following <br />voted in favor thereof: Baldwin, Gehrz and Jacobs and the <br />following voted against the same: Ciernia. Motion carried. <br />PROPOSED RESOLUTION OF INTENT TO REIMBURSE COSTS OF THE PROPOSED <br />LARPENTEUR AVE. PROJECT FROM G. O. BONDS <br />Hoyt explained that the federal government requires cities to <br />declare their intent to reimburse expenditures from tax exempt debt <br />sold after March 2, 1993 and that the proposed resolution will <br />allow the city to pay for Larpenteur Avenue project costs that <br />precede the project if deemed necessary. Ciernia moved adoption of <br />Resolution R-93-3 which carried unanimously. <br />RESOLUTION R-93-3 <br />A RESOLUTION RELATING TO THE CITY SHARE OF THE <br />LARPENTEUR AVENUE RECONSTRUCTION PROJECT BY <br />RAMSEY COUNTY DECLARING INTENT OF CITY TO <br />REIMBURSE COSTS WITH TAX-EXEMPT DEBT <br />APPROVAL OF PREMISES PERMIT FOR CHARITABLE GAMBLING OPERATION FOR <br />ROSEVILLE AREA YOUTH HOCKEY ASSN. AT FALCON LANES, 1550 W. <br />LARPENTEUR AVE. <br />Hoyt reviewed the application from the Roseville Area Youth Hockey <br />Association to cond~xct a pull-tab operation at Falcon Lanes, 1550 <br />W. Larpenteur, and explained that the application does meet <br />criteria stipulated in the city code. <br />The applicant, Lee Borash, presented information on the <br />organization's operation and distribution of the funds. Roseville <br />Deputy Chief of Police Tom Alleva explained that the police <br />department does routine checks on the operation every other month. <br />Following a brief discussion Ciernia moved adoption of Resolution <br />
