- 0 5 ..~..
MINUTES
JULY 28, 1993 ~ a -
PAGE 2
A council discussion ensued regarding Section 9-9.01, Subd 2(d)
relating to screening of outdoor storage on publicly owned land
and buildings. It was felt that trailers should be included in
the list of items to be screened. The issue of whether or not
veterinarian hospitals and pet grooming businesses should
be allowed to board animals was thoroughly discussed. It was
decided to leave the language prohibiting boarding of animals as
written.
Jacobs moved adoption of Ordinance 0-93-07 with the addition of
requiring screening of trailers as discussed. Motion carried
unanimously.
ORDINANCE 0-93-07
AN ORDINANCE AMENDING CERTAIN SECTIONS OF CHAPTER 9
OF THE CITY CODE RELATING TO ZONING
AMENDMENT OF COMMERCIAL DEVELOPMENT MORATORIUM APPROVED
Hoyt explained that with the adoption of the zoning changes it is
appropriate to amend the moratorium to allow businesses that are
identified as permitted or conditional uses to apply for business
licenses and permits according to routine procedures. The
moratorium will remain in effect for those uses that are not
specifically listed, as well as those uses identified as being
considered for further study for secondary impacts. The Planning
Commission held a public hearing on the issue on July 26, 1993
after which that body recommended the amendment as proposed.
Gehrz then moved adoption of Ordinance 0-93-08 which carried
unanimously.
ORDINANCE 0-93-08
AN ORDINANCE AMENDING 5-5.02 OF THE CITY CODE RELATING TO
TO THE INTERIM DEVELOPMENT MORATORIUM RESTRICTIONS
GROVE PARK IMPROVEMENT PROJECT APPROVED
Parks and Recreation Director Carol Kriegler introduced Parks and
Recreation Commissioner Carol Weisberg who gave an overview of
the process leading to the proposed plan. This included a survey
in November of 1992 followed by commission meetings, neighborhood
park planning task force meetings, and meetings with Grove
residents including children.
Kriegler reviewed the site plan and indicated the cost of the
project is estimated to be $40,000. - $42,000.
Jacobs requested that the purchase of park items made of recycled
materials be considered whenever possible and then moved approval
