Gibson Talbot moved that the change order be approved <br />which carried unanimously. <br />CITY TO OFFER $114,000 FOR ACQUISITION OF PROPERTY AT 2061 W. <br />LARPENTEUR IN CONJUNCTION WITH LOCAL AND CDBG GRANT REQUIREMENTS <br />Hoyt explained that in order to proceed with the acquisition of <br />the property at 2061 W. Larpenteur it is necessary to offer just <br />compensation to the property owner. Based on the value of <br />$114,000 established by two appraisal firms hired by the city, <br />Hoyt requested that council authorize offering the property owner <br />Dr. David Olson, $114,000 for the building and site. She added <br />that the relocation of the tenants of the building will be the <br />next step. <br />Following a brief discussion Gehrz moved that the administrator <br />be authorized to offer Dr. David Olson $114,000 for the <br />acquisition of the property in accordance with local and CDBG <br />requirements. Motion carried unanimously. Funding will come <br />from the 1993 CBDG grant to the city and TIF construction funds. <br />GEHRZ AND JACOBS TO WORK WITH ADMINISTRATOR TO PLAN COMMUNITY <br />INVOLVEMENT IN RFP FOR POLICE SERVICE <br />Baldwin explained that when the city last changed police service <br />the council had only a minimum amount of time to make a decision <br />and there was no time for citizen participation. The plan to <br />immediately begin the process for requesting proposals for police <br />services for January, 1995 will provide ample time for residents <br />and business people to provide input. He stated that the <br />administrator has requested two councilmembers to work with her <br />to plan community participation.
