2 ~ `~* <br />Page 2 <br />Council Minutes <br />December 7, 1995 <br />operating budget of 51,134,690. The city proposed to levy 5549,081 for 1996 <br />including ad valorem property tax revenue and fiscal disparities tax revenue. <br />Administrator Hoyt said a 5.4% increase in overall property taxes is budgeted for <br />1996, with an actual ad valorem levy increase of 3.2% Hoyt also pointed out the <br />city's share is 1 1 % of the total property tax statement. She stated that the city's tax <br />rate actually fell slightly but since property taxes are tied to market value, its property <br />taxes will increase for 1996. <br />Mayor-Elect Gehrz asked for questions or comments from the council. Councilmember <br />Hustad asked if the city's fine revenue went up. He was told it was up by 521,000 <br />over last year. <br />Mayor-Elect Gehrz opened the public hearing at 7:52 p.m. There being no one <br />wishing to be heard, Mayor-Elect Gehrz immediately closed the public hearing. The <br />levy will be scheduled for adoption on December 20, 1995. <br />HEARING ON DELINQUENT UTILITY CHARGES <br />City Accountant, Joe Rigdon explained that, on an annual basis, the city assesses <br />delinquent utility fees to the property tax rolls. The proposed assessment includes the <br />actual amount due, the standard 10% penalty fee, 3% administrative fee, and a 8% <br />assessment rate. <br />Mayor-Elect Gehrz opened the public hearing at 7:54 p.m. There being no one <br />wishing to be heard on this subject, the public hearing was immediately closed. <br />Councilmember Jacobs moved adoption of Resolution 95-32 levying special <br />assessments for delinquent utility charges. The motion passed unanimously. <br />POLICY AGENDA <br />APPROVAL OF THE REVISED FALCON HEIGHTS/LAUDERDALE FIRE AGREEMENT <br />Administrator Hoyt explained that the revised fire agreement more accurately identifies <br />how the city charges for services, specifically HAZMAT services. There are also some <br />additional changes that clarify the language. Councilmember Hustad moved to <br />approve the revised agreement and motion passed unanimously. <br />
