U-127 FOR CITY USE OF <br />" <br />" <br /> GARDEN PARK <br />LAND <br /> Council approved by unanimous consent, termination of the lease <br /> for City use of park land at the end of Fry Street. This <br /> property was never developed or put to any use by the City. <br /> APPROVAL OF CONSTRUCTION OF NEW COMMUNITY PARK BUILDING <br /> Parks and Recreation Director, Carol Kriegler, reviewed the <br /> planning process followed over the past 18 months. Tom Dunwell, <br /> Buetow and Associates, described the proposed design and the <br /> items considered in designing a building appropriate for the <br /> site. Dunwell then walked through the alternates making <br /> recommendations on deletion or inclusion of each item and the <br /> rationale behind the decision. He informed Council that bids <br /> were received from 16 firms and recommended awarding the bid for <br /> construction of the park building to the low bidder, Jefferson <br /> Construction, at a price of $290,463. Council briefly discussed <br /> estimated future costs such as additional landscaping, picnic <br /> tables, etc., Ciernia moved that the bid be awarded to <br /> Jefferson Construction as recommended by Buetow and Associates <br /> and the Parks and Recreation Commission, with funding from the <br /> Park Capital Improvement Fund. Motion carried unanimously. <br />PRESENTATION REGARDING RAMSEY COUNTY CHARTER COMM <br /> ISSION <br />Judy Grant, Charter Coordinator, and Ann Copeland, Charter <br />Commission Member, provided a slide presentation explaining the <br />purpose of the Commission. During the ensuing discussion, <br />Baldwin expressed concern that the Initiative and Referrendum <br />provision would cause loss of control by local governments, <br />especially small cities. Ms. Copeland presented a proposed <br />resolution supporting the efforts of the Commission and <br />requested that Council adopt the same. Council concurred that <br />they did not feel comfortable with some aspects of the <br />resolution and opted to delay approval. Baldwin explained the <br />matter will be presented to the Ramsey County League of Local <br />Governments Board of Directors for recommendations on items in <br />the resolution, and the resulting information would be made <br />available for the next Council meeting. <br />ANNUAL UPDATE ON STATUS OF TAX INCREMENT PROJECTS <br />Fiscal Consultant Steve Apfelbacher presented his report dated <br />March 22, 1990 (a copy of which is on file in the City Office) <br />and reviewed the history of the City's four TIF Districts and <br />the status of each district. <br />ACQUISITION OF TAX FORFEITED LAND (ONE FOOT STRIP ON LINDIG ST.) <br />Baldwin explained that a one foot strip of City right-of-way was <br />
