That person choose not to pay the taxes on the one foot <br />strip and it became tax forfeited land, which the City has the <br />opportunity to acquire by payment of $139.65 to Ramsey County. <br />This amount includes a nominal appraised value of $100 plus all <br />applicable fees. Following a brief discussion, Gehrz moved <br />adoption of Resolution R-90-15 which carried unanimously. <br />RESOLUTUION R-90-15 <br />A RESOLUTION APPROVING CLASSIFICATION AND REQUESTING <br />ACQUISITION OF TAX FORFEITED LAND <br />APPROVAL OF ETHICS POLICY FOR FALCON HEIGHTS PUBLIC OFFICIALS <br />Following a brief discussion, Council, by unanimous consent, <br />adopted the proposed Ethics Policy. <br />RESTRICTION OF TOBACCO SALES DISCUSSED <br />Gedde explained that the law is unclear on whether or not <br />tobacco sales can be prohibited by City ordinance, and was of <br />the opinion that such prohibition could result in litigation. <br />Gehrz informed Council that the Human Rights Commission had <br />discussed the City's smoking policy, cigarette sales, and <br />smoker's rights. The Commission indicated a willingness to work <br />further on the issue of preventing sale and use of cigarettes by <br />minors. Wallin recommended that an Attorney General's opinion <br />be obtained on whether or not the City could prohibit the sale <br />of tobacco products in the City. Baldwin stated that the matter <br />will be discussed at the next meeting of the Mayors' Commission <br />on Drugs and suggested that any request for an Attorney <br />General's opinion be delayed until after that meeting. Baldwin <br />will report back to Council at the next regular meeting. <br />SCHEDULING OF CITY COUNCIL MEETINGS/WORKSHOPS <br />Wiessner presented a proposed schedule of Workshop and Council <br />Meetings through the month of May and suggested items for <br />discussion at the Workshops. Council concurred with the plan. <br />PLANNING REPORT ON LAND USE CONTROLS IN UNIVERSITY GROVE <br />Council noted the Planning Report and accompanying materials <br />relating to the University of Minnesota's proposal to change the <br />land tenure of the Grove Neighborhood from entirely leasehold to <br />a mix of leasehold and individual ownership. <br />ADJOURNMENT <br />The meeting was adjourned at 10:01 P.
