~~ <br />1 <br />1 <br />in 1986. Baldwin explained that the present City Code stipulates <br />that the property owner is responsible for any repairs to the <br />line from the building to the main sewer and this requirement <br />has been in effect since 1972 when Ordinance No. 121 was ac,opted. <br />He also explained that the minutes from that meeting indicated <br />the intent was to make the property owner responsible for the <br />stub. Mr. DeMartino was in attendance and reaffirmed his belief <br />that the cost is the City's responsibility and that the line <br />was damaged by heavy equipment during construction of Hamline. <br />He also felt that the intent of the Ordinance was vague. Wiessner <br />explained that the City pays for liability insurance <br />and the normal procedure is to present any claim to the insurance <br />company for them to determine if there is liability on the <br />part of the City or Ramsey County, as the Hamline Avenue construction <br />was a County project.. Following the discussion, Mr. DeMartino <br />was advised that the matter will be submitted to the insurance <br />company as soon as possible and that Staff will obtain an opinion <br />on the wording of the Ordinance. <br />WORKSHOP SCHEDULED FOR CITY ADMINISTRATOR'S PERFORMANCE REVIEW <br />Wiessner explained the proposed process and requested that <br />each Councilmember complete the appraisal sheet for discussion <br />at a workshop. Council agreed to the procedure and scheduled <br />the workshop for September 26, 1990, 5:30 to 7:00 P.M. <br />FUNDS TO BE TRANSFERRED FROP~S CONTINGENCY TO FUND ATTENDANCE <br />AT NATIONAL LEAGUE OF CITIES CONFERENCE <br />Baldwin explained that if any Councilmembers desire to attend <br />the National League of Cities Conference it will be necessary <br />to transfer funds to cover the cost. He also urged members <br />to attend if at all possible. Ciernia then moved that .funds <br />be transferred from the Contingency Fund in an amount sufficient <br />to cover costs for attendance at the National League of Cities <br />Conference.
