MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 12, 1990 <br />Baldwin convened the meeting at 7:35 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Maurer, Wiessner and Chenoweth. <br />ADDENDA TO AGENDA <br />Council approved the addition of Item F(5) Request for a Special <br />Temporary Permit to Allow a Rooftop Display and Searchlight at <br />the Embers Restaurant, to the Policy Agenda, and the addition of <br />Item E(9), Resolution R-90-47 Reducing the 1991 Debt Levy on <br />G.O. Captial Notes of 1990, to the Consent Agenda. <br />MINUTES OF 11/28/90 APPROVED <br />The Minutes of November 28, 1990 were approved by unanimous <br />consent. <br />CONSENT AGENDA ITEMS APPROVED <br />Council approved the following Consent Agenda Items by unanimous <br />consent: <br />1- ~. <br />1. Disbursements <br />a. General Disbursements through 12/12/90, $83,765.57 <br />b. Payroll, 11/16/90 - 11/30/90, $9,436.60 <br />2. Cancellation of Check #24674 issued 11/28/90 to Mike <br />McPhillips, Inc. in Amount of $3,451.73. Issued in error. <br />3. Planning Commission Minutes of 11/26/90 <br />4. Fire Department Appointments: Dirk Niles and Gregory <br />Fuller <br />5. Adoption of Resolution R-90-46 Requesting that <br />Metropolitan Council Grant an Extension for Completion of <br />the Comprehenisive Plan <br />6. Authorization for Administrator to Approve Hiring of Part- <br />time Ice Rink Attendants and Maintenance Workers <br />7. Appointment of Kevin Scattum as Government Access Cable <br />TV Producer <br />8. Licenses: See Attached List. <br />9. Adoption of Resolution R-90-47 Reducing the 1991 Debt Levy <br />on G.O. Capital Notes of 1991 <br />SPECIAL TEMPORARY PERMIT APPROVED FOR EMBERS RESTAURANT, 1700 N. <br />SNELLING, TO ALLOW A ROOFTOP DISPLAY AND SEARCHLIGHT <br />Baldwin explained that Henry Kristal, owner of the Embers, was <br />unaware that a permit was required for the balloon display and <br />searchlight which are already in use at his place of business, <br />and has now requested official approval. Ciernia moved that <br />approval be granted which carried unanimously. <br />PROPOSED 1991 STREET IMPROVEMENT PROJECT DISCUSSION <br />Baldwin commented on items which had been discussed during the <br />informational meeting held immediately prior to the Council <br />Meeting. He explained that Council must now decide what <br />direction to give the Engineer and that his understanding was <br />that the Maple Knoll area design would provide for streets 30 to <br />
