Plans for Arona and Albert Streets <br />would be drafted showing a 34 foot street width with a hope for <br /> a change in MSA standards. Gehrz commented on concerns <br /> expressed by Jim Evans, 1725 Fry St. regarding the impact of the <br /> street improvements on the on-street parking utilized by the <br /> residents of the apartments on Fry St. Maurer stated he will be <br /> meeting with Mr. Evans and other interested neighbors, as well <br /> as the apartment owner, to discuss options for dealing with the <br /> problem. Ciernia suggested that Council address the present <br /> assessment policy which requires that property owners be <br /> assessed for two-thirds of the cost, and consider reducing that <br /> to a lesser amount, perhaps f fifty percent. Council concurred. <br /> Staff will review assessments in past years to address Jacob's <br /> concern that reducing the amount might not be equitable. The <br /> Engineer was then directed to draft plans indicating the street <br /> widths as stated by Baldwin. <br />APPROVAL OF COOPERATIVE AGREEMENT WITH RAMSEY COUNTY FOR HAMLINE <br />AVENUE PROJECT <br />After a brief discussion Wallin moved approval of the <br />Cooperative Agreement with Ramsey County for Hamline Avenue, <br />Larpenteur to County Road B. Motion carried unanimously. <br />ORDINANCE ADOPTED APPROVING TRANSFER OF COMMUNITY TELEVISION <br />PROGRAMMING FROM GROUP W TO MEMBER CITIES <br />Wallin explained that Resolution R-90-26 previously adopted by <br />Council approved the transferring of community television <br />programming responsibilities from Group W to the member cities, <br />and that the adoption of proposed Ordinance R-90-10 is necessary <br />to finalize the transfer.
