MINUTES <br />JANUARY 23, 1991 <br />PAGE 2 <br />ORDINANCE 0-91-2 ADOPTED RELATING TO GARAGE AND BOUTIQUE SALES <br />Susan Hoyt presented the proposed ordinance which would limit the <br />number of garage and boutique sales to be held in residential <br />neighborhoods and explained the ordinance was a result of <br />complaints regarding sales which were held on a regular basis <br />annoying nearby neighbors. Council discussed the document and <br />amended portions of the language, after which Wallin moved <br />adoption of Ordinance 0-91-2 as corrected. Motion carried <br />unanimously. <br />ORDINANCE 0-91-2 <br />AN ORDINANCE AMENDING CHAPTER 9-4.01, SUBD. 3 PERMITTED <br />ACCESSORY USES AND SECTION 9-1.02 RULES AND DEFINITIONS OF <br />THE CITY CODE RELATING TO GARAGE AND BOUTIQUE SALES <br />RESOLUTIONS R-91-3 AND R-91-4 ADOPTED RELATING TO 1991 STREET <br />IMPROVEMENTS (RESTRICTING PARKING ON ALBERT AND ARONA STREETS) <br />Maurer presented the proposed resolution and explained that <br />MN/DOT requires the adoption of the resolutions in order to <br />proceed with the plan review for the proposed Albert/Arona <br />Street improvements. Following Council's review and amendment <br />of same language in the resolutions, Jacobs moved adoption of <br />Resolutions R-91-3 and R-91-4. Motion carried unanimously. <br />RESOLUTION R-91-3 <br />A RESOLUTION RELATING TO PARKING RESTRICTIONS ON ARONA <br />STREET, CRAWFORD AVE, TO ROSELAWN AVE. <br />RESOLUTION R-91-4 <br />A RESOLUTION RELATING TO PARKING RESTRICTIONS ON ALBERT <br />STREET, LARPENTEUR AVE. TO GARDEN AVE. <br />ADOPTION OF RESOLUTION R-91-5 RELATING TO 1991 STREET <br />IMPROVEMENTS (ADOPTING PLANS AND SPECS, AUTHORIZING ADVERTISING <br />FOR BIDS) <br />Maurer presented the proposed resolution and explained that it <br />allows adhering to the schedule but does not limit any of the <br />City options to make changes in the project. A discussion <br />ensued regarding the loss of MSA funds in light of the State's <br />present funding shortage and whether the amount designated for <br />the 1991 project would still be available. Maurer was of the <br />opinion that the money is there and committed to the individual <br />communities. <br />Gehrz requested that Council consider postponing the project one <br />year based on recent changes in the community and world. In <br />view of the cost of a war, the fact that the State has financial <br />problems and is requesting Cities to reduce costs, and the <br />impact on income of individuals, such as wage freezes, lay-offs, <br />etc. <br /> <br />
