MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 24, 1991 <br />~' <br />iL <br />J <br />U <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. <br />Hoyt and Chenoweth. <br />MINUTES OF 4/10/91 APPROVED <br />t.~ •. <br />Also present were <br />Council approved the Minutes of April 10, 1991 by unanimous <br />consent. <br />ADDENDUM TO AGENDA <br />Council approved the addition of Item E-8, Stop Signs on <br />Snelling Drive and Hollywood Court, to the Consent Agenda. <br />CONSENT AGENDA APPROVED <br />The following Consent Agenda was approved by unanimous consent: <br />1. Disbursements <br />a. General Disbursements through 4/24/91, $26,339.38 <br />b. Payroll 4/1/91 - 4/15/91, $10,457.52 <br />2. Licenses - See Attached List <br />3. Awarding the Tree Removal/Trimming Contract for the 1991 <br />Season to Thommes and Thomas <br />4. Awarding the 1991 Spring Street Sweeping Contract to Foss <br />Sweeping and Plowing at a Cost not to Exceed $3,737.50 <br />5. Approval of Recycling Expansion Grant Agreement <br />6. Approval of Salary Increase for City Forester <br />7. Authorization to Proceed with Water Main and Hydrant Work <br />with St. Paul Water Utility in Conjunction with 1991 <br />Street Improvement Project <br />8. Authorization to Place Stop Signs on Snelling Drive at <br />Hollywood Court <br />REVIEW OF REFUNDING POSSIBILITIES FOR EXISTING TIF BONDS <br />Fiscal Consultant Steve Apfelbacher explained the refunding <br />procedures, the advantages of refunding in some instances, and <br />reviewed his summary of the City's existing TIF Bonds. <br />Apfelbacher was of the opinion that refunding savings for the <br />City would not be in a range that makes it profitable and it <br />would be unadvisable to proceed at this time. The matter will <br />be reviewed in the future. <br />ADOPTION OF PROPOSED RESOLUTION CALLING FOR THE SALE OF G.O. <br />BONDS FOR THE 1991 STREET IMPROVEMENTS <br />Following a brief discussion Ciernia moved, seconded by Wallin, <br />adoption of Resolution R-91-23.
