MINUTES <br />APRIL 24, 1991 <br />PAGE 2 <br />APPROVAL OF REQUEST FOR HARDSHIP DEFERRAL OF ASSESSMENT FOR 1 ~1~ <br />STREET IMPROVEMENT <br />Council considered a request for hardship deferral of both the <br />principal and interest on the assessment to be levied against <br />the property at 1739 N. Fry St. for the 1991 Street Improvement <br />project. Some concern was expressed relating to the collection <br />mechanism to be implemented by Ramsey County to insure eventual <br />collection of both the principal and interest. Staff will <br />contact the Ramsey County Assessment Department regarding the <br />matter. Jacobs then moved adoption of Resolution R-91-24 which <br />carried unanimously. <br />RESOLUTION R-91-24 <br />A RESOLUTION OF THE CITY OF FALCON HEIGHTS <br />APPROVING DEFERRED ASSESSMENTS (BOTH PRINCIPAL <br />AND INTEREST) <br />DISCUSSION OF PROPOSED ASSESSMENT OF UNIVERSITY OF MINNESOTA FOR <br />CLEVELAND AVENUE RECONSTRUCTION PROJECT <br />Hoyt explained that the net assessment to the University for the <br />Cleveland Avenue Project is $200,000 and that the University <br />presently has $119,593 available for funding the project leaving <br />a balance of $80,887 required to pay the net assessment. She <br />asked Council's direction for proceeding with guranteeing <br />funding of the balance. Following a discussion regarding the <br />rationale behind the City's Assessment Policy relating to <br />assessment of tax exempt properties, Hoyt was directed to apply <br />the policy as written and invoice the University at the <br />appropriate time. <br />REQUEST FROM REGIONAL TRANSIT BOARD TO REROUTE THE ROSEVILLE <br />AREA CIRCULATOR TO ACCOMODATE MORE FALCON HEIGHTS RESIDENTS <br />Council considered a request from Len Simich, Regional Transit <br />Board, to allow the Roseville Area Circulator to be routed east <br />on Roselawn to West Snelling Service Road then through the Maple <br />Knoll neighborhood and down Fry St. to Larpenteur. Council <br />agreed that by previously granting the residents' request to <br />retain their 30 foot streets rather than widening them as <br />originally planned for the 1991 construction, makes routing a <br />bus through the area unacceptable. Council had no objection to <br />routing the bus east on Roselawn, south on West Snelling Service <br />Road to Larpenteur and west on Larpenteur. This would <br />accomodate the apartment dwellers on Fry Street and Larpenteur <br />Avenue who had apparently requested the Circulator service. <br />SELECTION OF STEERING COMMITTEE FOR THE FALCON HEIGHTS/ROSEVILLE <br />STUDY <br />The selection of two Councilmembers to serve on the Falcon <br />Heights/Roseville Study Steering Committee was briefly discussed <br />after which Ciernia was designated representative and Gehrz was <br />designated as alternate to the Committee. <br />
