MMBN~~SS <br />REGULAR CITY COUNCIL MEETING <br />MAY 8, 1991 L <br />~~ <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Hoyt, Chenoweth and Maurer. <br />MINUTES OF 4/24/91 APPROVED <br />Council approved the Minutes of April 24, 1991 by unanimous <br />consent. <br />ITEM E-3 REMOVED FROM CONSENT AGENDA AND PLACED ON POLICY AGENDA <br />Council approved the removal of Item E-3, Resolution Accepting <br />the Bid for the 1991 Street Improvements, from the Consent <br />Agenda and placement on the Policy Agenda. <br />INFORMATIONAL ITEM G-4 TO BE PLACED ON NEXT COUNCIL AGENDA <br />Wallin expressed concern regarding the assessment deferral <br />granted at the April 24th meeting since interest cannot be <br />collected on the deferred interest payment. He felt that if the <br />interest does not accrue interest it might amount to a gift from <br />the City and that a legal opinion would be appropriate. Wallin <br />moved that the item be reconsidered at the May 22nd meeting <br />which carried unanimously. <br />CONSENT AGENDA APPROVED <br />The following Consent Agenda was approved by unanimous consent: <br />1. Disbursements: <br />a. General Disbursements through 4/29/91, $22,512.53 <br />b. General Disbursements through 5/8/91, $2,707.79 <br />c. Payroll, 4/16/91 - 4/30/91, $9,350.19 <br />2. Licenses - See Attached List <br />3. Adoption of Resolution R-91-25 Approving Deferment of the <br />1991 Street Improvment Assessment for the Property at <br />1745 Arona St. <br />4. Resignation of John Thompson from the Solid Waste <br />Commission <br />ACTION ON AWARDING BID FOR 1991 STREET IMPROVEMENTS DELAYED FOR <br />DISCUSSION OF REPORT FROM RAMSEY COUNTY REGARDING EVALUATION OF <br />STREETS <br />Gehrz requested that in view of information received from the <br />County Engineer that any action on awarding the bid be delayed <br />until after a discussion of the two options which the County <br />Engineer felt the City could consider. Maurer was of the <br />opinion that the inplace recycling should not be considered as <br />the report did not rate street structural strength whereas the <br />sail borings done previously by the City show a problem with the <br />base. He also noted this method would not change the grade and <br />would not include concrete curb and gutter which improve <br />
