The other option <br />was reconstruction including storm drainage and curb and gutter <br />as presently planned. <br />Tim Golie, 1717 Albert, explained that he had talked to other <br />engineers who stated inplace recycling is experimental and <br />street life cannnot be determined. However he felt another <br />method which includes putting down 3 inches of hot mix and a <br />bituminous curb should be considered which would be less costly <br />than reconstruction. He also stated that residents on Albert <br />purchased homes knowing they did not have storm drainage nor did <br />they expect it. Baldwin replied that the City's policy decision <br />was to install concrete curb and gutter for drainage, ecology <br />and appearance. <br /> Maurer explained that if the street is not reconstructed MSA <br /> funds could not be used as the method described by Mr. Golie are <br /> considered maintainance not construction. <br /> Golie requested that Council delay awarding the bid until <br /> additional information could be obtained. Baldwin felt that <br /> Council has considered all items brought before them and that no <br /> new information has been brought forward. He explained that any <br /> member previously voting in the majority to proceed with the <br /> street improvements would have to move to reconsider. <br /> Wallin expressed concern that a delay would result in a late <br />start on the project and result in the problem encounter <br />d <br />ith <br /> e <br />w <br />the Tatum Street reconstruction. <br /> Ciernia commented on the fact that concrete curb and gutter has <br /> been established as a community standard and noted neighboring <br /> communities to the south and north. He felt this is part of the <br /> plan and saw no reason to change it. <br /> Baldwin asked if any member wished to move to reconsider the <br /> reconstruction to which there was no response. Wallin then <br /> moved adoption of Resolution R-91-26 accepting the bid from <br /> Valley Paving, Inc. for the 1991 Street Improvement Project. <br /> Motion carried unanimously. <br /> RESOLUTION R-91-26 <br /> A RESOLUTION ACCEPTING THE BID IN THE MATTER OF <br /> THE 1991 STREET IMPROVEMENTS <br /> AUTHORIZATION TO ADVERTISE FOR BIDS FOR IDAHO/SNELLING PARK <br /> BUILDING <br /> Carol Kriegler explained that the soil boring report has been <br /> received, that there are no problems and that construction can <br /> proceed.
