RESOLUTION R-91-42 A RESOLUTION APPROVING THE SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR A NEW FIRE TRUCK, COMBINATION PUMPER AND TELESQUIRT APPROVAL OF INSTALLATION OF FIRE HYDRANTS AT LARPENTEUR AND SNELLING Council reviewed a memo dated July 16, 1991 from Engineer Westerberg prioritizing new fire hydrant locations in areas where presently there are not adequate hydrants, and agreed that the number one priority was the placement of a hydrant on the northeast corner of Larpenteur and Snelling. Ciernia suggested that priority number two, two hydrants along the frontage road on the east side of Snelling, also be considered for immediate installation. Following the discussion Ciernia moved that hydrants be located at the two top priority locations, at an estimated cost of $16,900 such cost to be funded from the water and infrastructure funds. PROPOSED RESOLUTION RELATING TO PARTICIPATION IN THE HRA DEFERRED LOAN PROGRAM Wallin moved adoption of Resolution R-91-43 requesting Metro HRA to include Falcon Heights in the deferred loan program for low income homeowners as has been done in the past. Motion carried unanimously. RESOLUTION R-91-43 A RESOLUTION REQUSTING THE METROPOLITAN COUNCIL HRA TO APPLY FOR AND IMPLEMENT A DEFERRED LOAN PROGRAM WITHIN THE CITY OF FALCON HEIGHTS CITIZENS COMMITTEE FOR ROSEVILLE/FALCON HEIGHTS STUDY TO BE FORMED Ciernia explained that 5 residents will be selected from Roseville and and 5 from Falcon Heights to participate in a review of the data being compiled by the cooperative study consultants. Council discussed methods by which such selections should be made. Gehrz stressed that the persons be far removed from the political sector and suggested a selection committee be made up of one member from each city commission. This group would then review the applications and make recommendations to Council. Council agreed to this procedure, each commission will be notified immediately to designate a member to serve on the screening committee, and applications from interested residents must be submitted by August 21. Council stressed that the duties of the Citizens Committee will be to review, ask questions and make comments on the study prepared by the consultants.
