Motion carried unanimously. <br />RESOLUTION R-91-42 <br />A RESOLUTION APPROVING THE SPECIFICATIONS AND ORDERING <br />ADVERTISEMENT FOR BIDS FOR A NEW FIRE TRUCK, COMBINATION <br />PUMPER AND TELESQUIRT <br />APPROVAL OF INSTALLATION OF FIRE HYDRANTS AT LARPENTEUR AND <br />SNELLING <br />Council reviewed a memo dated July 16, 1991 from Engineer <br />Westerberg prioritizing new fire hydrant locations in areas <br />where presently there are not adequate hydrants, and agreed that <br />the number one priority was the placement of a hydrant on the <br />northeast corner of Larpenteur and Snelling. Ciernia suggested <br />that priority number two, two hydrants along the frontage road on <br />the east side of Snelling, also be considered for immediate <br />installation. Following the discussion Ciernia moved that <br />hydrants be located at the two top priority locations, at an <br />estimated cost of $16,900 such cost to be funded from the water <br />and infrastructure funds. <br />PROPOSED RESOLUTION RELATING TO PARTICIPATION IN THE HRA DEFERRED <br />LOAN PROGRAM <br />Wallin moved adoption of Resolution R-91-43 requesting Metro HRA <br />to include Falcon Heights in the deferred loan program for low <br />income homeowners as has been done in the past. Motion carried <br />unanimously. <br />RESOLUTION R-91-43 <br />A RESOLUTION REQUSTING THE METROPOLITAN COUNCIL HRA TO <br />APPLY FOR AND IMPLEMENT A DEFERRED LOAN PROGRAM WITHIN <br />THE CITY OF FALCON HEIGHTS <br />CITIZENS COMMITTEE FOR ROSEVILLE/FALCON HEIGHTS STUDY TO BE <br />FORMED <br />Ciernia explained that 5 residents will be selected from <br />Roseville and and 5 from Falcon Heights to participate in a <br />review of the data being compiled by the cooperative study <br />consultants. Council discussed methods by which such selections <br />should be made. Gehrz stressed that the persons be far removed <br />from the political sector and suggested a selection committee be <br />made up of one member from each city commission. This group <br />would then review the applications and make recommendations to <br />Council. Council agreed to this procedure, each commission will <br />be notified immediately to designate a member to serve on the <br />screening committee, and applications from interested residents <br />must be submitted by August 21. Council stressed that the duties <br />of the Citizens Committee will be to review, ask questions and <br />make comments on the study prepared by the consultants. <br />
