MINUTES <br />SEPTEMBER 11, 1991 <br />PAGE 2 <br />making the declaration at this time does not obligate the <br />city to proceed with a 1992 street project or to issue bonds, <br />but would allow the city to reimbuse expenditures from tax <br />exempt debt for the project if so desired. Ciernia moved the <br />adoption of Resolution R-91-47 which carried unanimously. <br />RESOLUTION R-91-47 <br />A RESOLUTION RELATING TO 1992 STREET IMPROVEMENT PEOJECT <br />DECLARING INTENT OF CITY TO REIMBURSE COSTS THEREOF WITH <br />TAX EXEMPT DEBT <br />TRUTH IN TAXATION HEARING DATE RESCHEDULED TO 12/11/91 <br />Hoyt explained that State Statute stipulates that the Truth <br />in Taxation Hearing may not be held prior to November 15, <br />1991, and for that reason the hearing previously scheduled <br />for November 13th must be rescheduled. Council approved <br />rescheduling the hearing for December 11, 1991 with a <br />continuation hearing on December 18, 1991, if deemed <br />necessary. <br />APPROVAL OF PROPOSAL FROM KNUTSON SERVICES, INC. FOR <br />COLLECTION OF RECYCLABLES ON THE FIRST, THIRD AND FIFTH <br />FRIDAY OF EACH MONTH <br />Knutson is proposing to collect recycling on the first, third <br />and f if th Friday of each month to alleviate the glut of <br />materials on those collection days following a three week <br />period. There would be no additional cost to the city. <br />Council unanimously agreed to the addition of fif th Fridays <br />to the collection service as proposed. <br />INFORMATIONAL ITEMS NOTED <br />Council noted the following informational items: <br />1. Letter Regarding an Individual Parking Request <br />2.
