MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 25, 1991 <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Chenoweth and Hoyt. <br />MINUTES OF 9/11/91 APPROVED <br />Council approved the Minutes of September 11, 1991 by unanimous <br />consent. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda by unanimous <br />consent: <br />1. Disbursements: <br /> (a) General Disbursements through 9/3/91, $127,536.17 <br /> (b) Payroll, 9/1/91 - 9/15/91, $11,122.88 <br />2. Licenses <br />3. Authorizing Payment for Engineering Services July 18 <br /> through August 31, 1991 <br />4. Approval of a Permitted Accessory Use Permit for <br /> Construction of a Utility Building at 1707 N. Hamline <br />5. Hiring of Jerry Skelly as the City's Cable Technician <br />6. Accepting the Resignation of Deborah Weiland from the <br /> Parks and Recreation Commission and Appointment of <br /> Carol A. Weisberg to Complete the Term Ending 12/31/93 <br />7. Authorization to Apply for a "Tree City USA Growth <br /> Award" <br />8. Approval of Supplemental Agreement #11 for Hamline <br /> Avenue Improvements <br />POLICY AGENDA ITEM F-1 WITHDRAWN <br />The request from Falcon Heights Church for additional "No <br />Parking" signs was withdrawan by the petitioner pending further <br />study. <br />PRESENTATION OF GFOA DISTINGUISHED BUDGET AWARD <br />Don Brager, representing the Government Finance Officers <br />Association, formally presented the Distinguished Budget Award <br />to the City Council, former City Administrator Jan Wiessner, and <br />City Accountant Tom Kelly. <br />7:20 P.M. - PUBLIC HEARING ON DELINQUENT UTILITY CHARGES <br />Baldwin opened the hearing at 7:20 P.M. and there being no one <br />present wishing to be heard, closed the hearing at 7:21 P.M. <br />Jacobs then moved the adoption of Resolution R-91-48 which <br />carried unanimously. <br />RESOLUTION R-91-48 <br />~. <br />A RESOLUTION RELATING TO LEVYING SPECIAL ASSESSMENTS <br />FOR DELINQUENT UTILITY CHARGES <br />
