MINUTES <br />NOVEMBER 27, 1991 <br />PAGE 3 <br />($267,304.32) and General Safety Equipment ($292,600.00). She <br />also explained that the bid from Clarey Equipment did not meet <br />specifications and outlined the bid review process. Council <br />considered the following options: (1) Accept the bid from <br />General Safety Equipment since the Clarey bid did not meet <br />specifications, but put a cost cap on the bid, (2) reject both <br />bids and rebid, (3) delay purchase for a year, or (4) prepare bid <br />for a pumper truck without the ladder/water tower attachment. <br />Wallin questioned whether or not it is appropriate to purchase a <br />truck at this time when the city is on the leading edge of the <br />Falcon Heights/Roseville consolidation study and suggested <br />waiting 9 to 12 months. Council and representatives of the Fire <br />Department held a lengthy discussion regarding increased safety <br />for both property owners and firefighters with the availability <br />of the new truck and tower apparatus, the fact that there will be <br />a price increase in December, and the truck would still be of use <br />in the event of consolidation. Following this discussion, Jacobs <br />moved that the bid from General Safety Equipment at a price of <br />$292,600 be accepted contingent upon its meeting specifications. <br />Motion carried unanimously. <br />REPORT FROM THE RAMSEY COUNTY LOCAL GOVERNMENT SERVICES STUDY <br />COMMISSION <br />Baldwin briefly commented on the report dated November 18, 1991 <br />and summarized the actions of the RCLGSSC. A meeting will be <br />held December 2 at Roseville City Hall to further discuss the <br />report and formulate responses. <br />ADOPTION OF RESOLUTION R-91-53 <br />Baldwin presented the proposed resolution complimenting Ramsey <br />County Public Works for the good snow removal service after which <br />Wallin moved adoption of the Resolution.
