s <br />.~ <br />MINUTES <br />DECEMBER 11, 1991 <br />PAGE 2 <br />Staff recommended the proposed extension incorporate the <br />increased truck/hour/call rate from $285 to $292 to cover the <br />city's increased operational expenses during this time. Gehrz <br />moved approval of the extension as presented which carried <br />unanimously. <br />ADDENDUM TO ROSEVILLE/FALCON HEIGHTS POLICE CONTRACT APPROVED <br />Jacobs moved approval of the addendum to the police contract to <br />allow for the Lauderdale population to be calculated as part of <br />the cost per capita calculations. Motion carried unanimously. <br />7:15 - TRUTH IN TAXATION HEARING ON PROPOSED 1992 BUDGET <br />Baldwin opened the hearing at 7:15 P.M. and explained the budget <br />preparation procedure which began in July, and then turned the <br />presentation over to the City Administrator and Accountant Tom <br />Kelly. <br />Hoyt reviewed the information in the budget packet prepared for <br />the public and presented a brief review of the budget. Kelly <br />presented and explained the general fund portion of the budget. <br />Baldwin then asked for comments from the public. Since there <br />was no one in attendace who wished to be heard, Baldwin closed <br />the hearing at 7:32 P.M. <br />1992 BUDGET ADOPTED <br />Following a brief discussion, Wallin moved adoption of <br />Resolution R-91-54 adopting the 1992 budget. Motion carried <br />unanimously. <br />APPROVAL OF PARTIAL PAYMENT #4 TO VALLEY PAVING <br />Council unanimously approved payment in the amount of <br />$142,638.25 to Valley Paving for the 1991 Street Improvement <br />Project as recommeded by the City Engineer. <br />DISCUSSION OF SNOW REMOVAL FROM NON-MOTORIZED PATHWAYS <br />Hoyt explained that the County plows have deposited huge amounts <br />of snow on the Hamline Avenue pathway which city crews cannot <br />remove due to lack of adequate equipment and staff. Adding to <br />the problem is the fact that the new sod abuting the pathway is <br />not frozen and could be easily damaged and the possiblity that <br />if equipment damages the pathway and sod it may not be covered <br />by Ramsey County's contract with the contractor for the Hamline <br />Avenue Improvement Project. She commented on the fact that some <br />residents on Hamline have discontinued school bus service for <br />
