~i <br />MINUTES <br />FEBRUARY 12, 1992 <br />PAGE 2 <br />RESOLUTION R-92-4 <br />A RESOLUTION URGING THE STATE LEGISLATURE TO DESIGNATE <br />A LOCAL GOVERNMENT TRUST FUND EXCLUSIVELY FOR-CITY, <br />COUNTY, TOWNSHIP PROPERTY TAX RELIEF <br />REQUEST FOR LEGISLATION TO CHANGE FIRE RELIEF ASSOCIATION <br />VESTING POLICY <br />Fire Department member, Joe Olson, explained that the department <br />wishes to submit special legislation changing the vesting policy <br />in the relief association's defined contribution plan or more <br />precicely 'split the pie' plan, and requested council's <br />approval. This proposed plan would make all firefighters fully <br />vested after six years rather than 20 years. Olson stressed that <br />there would be no cost to the city and that two-thirds of the <br />department members voted in favor of the change. Following a <br />brief discussion Jacobs moved that the council endorses the <br />concept and that the legislation be pursued. Ciernia said that <br />no additional contributions from the city would be involved in <br />this change. He also clarified that the longer serving members <br />would be losing some benefits under the plan. Olson responded <br />that this was understood. Motion carried unanimously. <br />UNIVERSITY OF MN ASSESSMENTS FOR CLEVELAND AVENUE PROJECT <br />Hoyt explained that it is no longer necessary to go through the <br />legislature to obtain funding for the University's assessment <br />for the proposed Cleveland Avenue project. The city needs only <br />to bill the University. <br />PROPOSED RESOLUTION DECLARING 2061 W. LARPENTEUR BLIGHTED AND <br />NON-CONFORMING <br />Council discussed the residence and accessory buildings at 2061 <br />W. Larpenteur which are substandard and non-conforming within <br />the zone, B-1A, limited business. Staff has recommended that <br />the city purchase the property for clearance if the city is <br />awarded a block grant to do so. Some concern was expressed that <br />by declaring the area blighted the city may be obligated to do <br />something with the property even though the grant is denied. <br />Following the discussion, Gehrz moved adoption of Resolution <br />R-92-5 which carried unanimously. <br />RESOLUTION R-92-5 <br />A RESOLUTION DECLARING 2061 W.
