MINUTES 1 2 ,!~
JUNE 24, 1992
PAGE 3
Following the discussion Council agreed to send the proposal to
the steering committee for a meeting tentatively scheduled for
July 30, 1992.
APPROVAL OF RECREATION PROGRAM SCHOLARSHIP PROGRAM AND
ESTABLSSHING A RECREATION SCHOLARSHIP TRUST FUND
Baldwin reviewed the program which started this summer with the
receipt of a $100 donation which has been depleted.
Gehrz stated that Parks and Recreation Commission feels there is
a need for this type of program which allows children to
participate in recreation activities who might otherwise be
unable to do so. The plan is to fund the program through
donations from local service organizations and individuals.
Ciernia suggested the city advance funds to continue through this
summer with the funds being replaced from the expected donations.
Following a brief discussion Ciernia moved adoption of Resolution
R-92-23 which carried unanimously.
RESOLUTION R-92-23
A RESOLUTION ESTABLISHING A RECREATION SCHOLARSHIP
TRUST FUND
APPROPRIATION OF $200.00 TO ENABLE CONTINUATION OF SCHOLARSHIP
FUND THROUGH 1992
Ciernia moved that $200.00 be allocated from the contingency fund
to ensure continuation of the program through 1992 with the
expectation of replacing any funds used with anticipated
donations.
PROPOSED ORDINANCE 0-92-4 RELATING TO ABATEMENT OF BLIGHT
Hoyt explained that the proposed ordinance will enable
administrative removal of nuisances and blight on private
property when a property owner fails to do so after notification.
Most of these violations are presently handled by citation and
court proceedings which is costly and often does not remedy the
problem. After a brief discussion Gibson Talbot moved adoption
of Ordinance 0-92-4 which carried unanimously.
ORDINANCE 0-92-4
AN ORDINANCE AMENDING SECTION 8-1.03. SUBD. 4 OF
THE CITY CODE RELATING TO ABATEMENT OF BLIGHT
