<br />1 <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 11, 1984 <br />PAGE 4 <br />RESOLUTION 84-4 <br />A RESOLUTION RELATING TO PERSONS HAVING <br />ACCESS TO THE SAFETY DEPOSIT BOX AT NORTH <br />STAR STATE BANK <br />~~ <br />RESOLUTION <br />84-4 <br />Councilmember Chestovich moved, seconded by Councilmember Baldwin, that a CLERK ADMIN. <br />Surety Bond for Dewan B. Barnes be acquired at a cost of $50.00. Motion SURETY BOND <br />carried unanimously. <br />Mayor Eggert moved, seconded by Councilmember Chestovich, to change the <br />starting time for Council Meetings from 7:30 until 11:00 P.M. to 7:00 <br />until 10:30 P.M. with continuations contingent upon a unanimous vote. <br />Motion carried unanimously.. <br />Mayor Eggert requested that Council consider methods by which the public <br />may address agenda items. After a discussion, Council agreed that an <br />item should be placed in the newsletter explaining that cards are avail- <br />able at Council Meetings which may be filled out by persons wishing to <br />be heard regarding an agenda item. These cards may be presented at any <br />point during the meeting prior to the addressing of the item and the Mayor <br />will call on that person to speak before a motion is made. Citizens will <br />also be advised they may have an item placed on the agenda if a request <br />is received at the City Office the Friday before a Council Meeting. <br />Also, an added agenda item will be "Council Information" and Council <br />and Staff may use this time to disseminate information. <br />CHANGE OF <br />STARTING TIME <br />FOR COUNCIL <br />MEETINGS <br />AGENDA <br />PROCEDURES <br />2/22/84 MEETING <br />CANCELLED - <br />RESCHEDULED FOF <br />2/29/84 <br />Mayor Eggert informed Council that he felt job descriptions and performance <br />evaluations should be developed for the office staff and maintenance depart- <br />ment. He felt it would make budget planning time more clear cut. The pre- JOB DESCRIPT- <br />liminary stage would be for the person holding the position to make a detail-IONS AND <br />ed list of how he/she spends time and the primary responsibilities should be PERFORMANCE <br />listed first. Councilmembers Hard and Ciernia offered to work with the City EVALUATIONS <br />personnel to develop the job descriptions. <br />Councilmember Chestovich moved, seconded by Councilmember Baldwin, that the <br />Council meeting scheduled for February 22nd be cancelled and a special <br />meeting be scheduled for February 29, 1984. Motion carried unanimously. <br />Mayor Eggert indicated he felt there was a need for better communication MEMORANDUM FOR <br />between the office personnel and Council and presented a proposed inter- COUNCIL/OFFICE <br />office memorandum form which could be used when the office staff has COMMUNICATION <br />telephone conversations, meetings, or other types of information, which <br />would be of interest to Council. Council concurred and the memorandum <br />method will be implemented. <br />Mayor Eggert informed Council that the League of Cities will be hosting <br />informative meetings for Councilmembers on February 3 and 4, 1984. Any <br />Councilmembers wishing to attend may make reservations through the City <br />Office. He also recommended that the handbook-furnished by the League, <br />which is quite extensive and updated periodically, should be owned by the <br />City and returned when a member's term of office expires. <br />LEAGUE OF <br />CITIES MEETING <br />FOR COUNCIL- <br />MEMBERS TO BE <br />HELD 2/3-4/84 <br />
