MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />FEBRUARY 29, 1984 <br />PAGE 2 <br />~; J <br />Mayor Eggert moved, seconded by Councilmember Baldwin, that the following HUMAN RIGHTS <br />persons be appointed to the Human Rights Commission: (1) Bruce K. Seal, APPOINTMENT <br />1841 Simpson, to complete the term of Tom Baldwin, and (2) Tina Vavoulis, SEAL & <br />1741 Simpson, to complete the term of Don Grittner. Motion carried unani- VAVAULIS <br />lously. <br />Mayor Eggert informed Council that he had contacted the Environmental <br />Protection Agency regarding the decibel level allowed for civil defense <br />sirens and had been told that from 7:00 A.M. to 10:00 P.M. 65 decibels <br />are allowed for six minutes or less but only 60 decibels during the night- <br />time hours. The siren recently purchased by the City would exceed the <br />level as it is 127 decibels, however, there are some mathematics involved <br />which would change that number. The necessary computations will be made <br />and presented at the next meeting. <br />Mayor Eggert opened the Public Hearing on Subdivision at 7:30 P.M. and <br />presented the Affidavit of Publication. There being no one present <br />who wished to be heard, Councilmember Baldwin moved, seconded by <br />Councilmember Hard, that Resolution 84-6 be adopted. Motion carried <br />unanimously. <br />RESOLUTION 84-6 <br />A RESOLUTION APPROVING THE REQUEST FOR MARIE NODLAND <br />FOR A SUBDIVISION OF HER PROPERTY <br />Mayor Eggert closed the Public Hearing at 7:32 P.M. <br />Engineer Schunicht introduced Mike Robinson and Dick Elansky of MN/DOT <br />who were in attendance to discuss the Snelling Avenue reconstruction. <br />Mr. Elansky explained that they plan to let the project in the spring of <br />1985 with construction to take place during the summer of 1985. He <br />then stated that they had done a brief analysis of the signalization <br />of Crawford and Snelling and MN/DOT is opposed to signalization but <br />do have other options which might solve the problem. <br />Mr. Robinson explained that there are eight warrants to signal install- <br />ation and that none are met at Crawford. He said their studies on the <br />accidents at that intersection indicated that there had been 18 accidents <br />at that site in 1983 and most of the accidents are caused by Crawford <br />traffic being waved out through a gap in traffic and then hit by a <br />vehicle in the third lane and by vehicles using the frontage road for <br />a right turn at Larpenteur. He explained why signals at Crawford would <br />not solve the problem but would cause a queue of traffic at the intersection <br />which is undesirable. Other items discussed were the widening of <br />the median at Garden, speed, and frontage roads. <br />Mr. Elansky presented two alternatives, leaving Crawford open with no <br />light or to close Crawford and signalize Garden Avenue, and stated the <br />Highway Department would also like more median at Garden but did not <br />feel it was possible due to the turning radii. Engineer Schunicht <br />stressed the need for a wider median and requested the Highway Depart- <br />ment look at it again and try to increase it if at all possible. <br />CIVIL <br />DEFENSE <br />SIREN <br />PUBLIC <br />HEARING ON <br />SUBDIVISION <br />M.
