MINUTES <br />SPECIAL CITY COUNCIL MEETING ,~,,~ <br />FEBRUARY 29, 1984 <br />PAGE 3 <br />the preliminary plans subject to the reservation of rights to approve the <br />final plans and with the understanding that MN/DOT will investigate the <br />following: (1) widening the median at Garden, (2) coordination of the <br />frontage roads with the businesses concerned, and (3) closure of the <br />frontage road on west side of Snelling running to Larpenteur. Motion <br />carried unanimously. <br />RESOLUTION 84-7 RESOLUTION <br />84-7 <br />A RESOLUTION FOR APPROVAL OF PRELIMINARY <br />LAYOUT <br />Fiscal Consultant Chenoweth reviewed the history of the issuance of the FISCAL <br />temporary bonds for the Gortner Storm Sewer Project, and explained the CONSULTANT <br />increments to be produced by the development in Tax Increment District TO PREPARE <br />No. 1. He stated .that the increments together with assessments already FOR SALE <br />levied against benefitting properties will fund the repayment of the $675,000 OF BONDS FOR <br />temporary bonds, and provide $350,000 or more for additional improvements REFUNDING <br />in the district should Council desire. He explained that, at present, the OF TEMP. <br />bond market is favorable and recommended that Council take action and call BONDS & <br />for the sale of the required bonds as soon as possible. Following the OTHER <br />discussion, Councilmember Ciernia moved, seconded by Mayor Eggert, that PROJECTS <br />the Fiscal Consultant be directed to prepare for the sale of $1,075,000 <br />bonds for the refunding of the temporary improvement bonds and other <br />projects. Motion carried unanimously. <br />Fiscal Consultant Chenoweth also recommended that Finance District 4~2 <br />be established as soon as possible in view of the progress in plans for <br />construction of the University Retirement Condominiums. <br />Mayor Eggert presented a proposed resolution designating Hamline Avenue <br />from Hoyt to Larpenteur Avenues as the Minnesota State Aid Street. He <br />explained that the cost of the construction would be shared by Ramsey <br />County, St. Paul and Falcon Heights, and that reasons for designation <br />of this particular street are: (1) it is used by MTC buses and should <br />be a nine ton street, and (Z) the traffic generated is not just residential <br />traffic. Following a short discussion, Councilmember Ciernia moved, <br />seconded by Mayor Eggert, that Resolution 84-8 be adopted. Motion <br />carried unanimously. <br />RESOLUTION 84-8 <br />A RESOLUTION ESTABLISHING MUNICIPAL STATE AID <br />HIGHWAYS (HAMLINE AVENUE, HOYT TO LARPENTEUR AVES.) <br />Councilmember Chestovich moved, seconded by Councilmember Hard, that <br />the Mayor and Clerk Administrator be authorized to sign the quit <br />claim deeds for Lots 8, 15, 16, 17 of Block 1, Falcon Woods ~~3 <br />Addition, and the release of the easements on the Hawkins property <br />for the first design of the Prior Avenue cul de sac. Motion <br />carried unanimously. <br />Mayor Eggert reviewed the problem of low profits at the Liquor Store <br />and estimated costs to make the business viable. Council discussed <br />at length such items as expending the amount necessary to make the store <br />HAMLINE <br />AVE.
