MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 14, 1984 <br />PAGE 4 <br />approaching. <br />Jim Page, representing Jim Boyd and George Berry, owners of the apartment <br />buildings near the proposed siren site presented the owners objections <br />to the placement at that site and suggested other sites. Following <br />a discussion regarding possible sites, whether or not it may be placed <br />on a utility easement or the County right-of-way, Attorney Gasteazoro <br />was instructed to research whether or not a siren can be placed on a <br />utility easement and the Clerk Administrator to survey the area for <br />an alternate site that has the necessary criteria. Upon. receipt of <br />this additional information, a decision will be made in order that there <br />need be no further delay. <br />Engineer Schunicht presented a report on the Larpenteur Avenue Water Main <br />improvement (increasing the main size from S to 12 inches) and explained <br />the effect the increased size would have on Falcon Heights, the sources of <br />water in each area, and water pressure in various areas of the City. <br />He recommended that Council consider the project as it would improve <br />greatly the fire flow for the City and would also coordinate with <br />the City of St. Paul's plans. He suggested Council also consider <br />extending the sanitary sewer to Cleveland as it would be less costly <br />to include it with the water project.. <br />He then reviewed the proposed Tatum/Lindig storm sewer for which plans <br />were drawn up previously, but never constructed. <br />Following the discussion, Mayor Eggert moved, seconded by Councilmember <br />Ciernia, that Resolution 84-10 be adopted. Motion carried unanimously. <br />RESOLUTION 84-10 <br />A RESOLUTION AUTHORIZING THE PREPARATION OF PLANS <br />AND SPECIFICATIONS FOR THE LARPENTEUR AVENUE WATER <br />MAIN IMPROVEMENT AND SANITARY SEWER EXTENSION <br />Mayor Eggert moved, seconded by Councilmember Chestovich, that the 1984 <br />spring dump be scheduled for May 11 through May 20, 1984. Motion carried <br />unanimously. <br />Councilmember Chestovich reported on the following items requested by <br />the Planning Commission at the March 5, 1984 meeting: (1) schedule <br />a joint Council/Planning Commission workshop on the zoning ordinance, <br />(2) check with Metro Planning if Bullseye does not bring in plans, <br />(3) that Council adopt a resolution that a developer seeking to use <br />tax increment financing on the northeast quadrant be contingent upon <br />a proposal for development by a specified date. Mayor Eggert explained <br />that meetings have been arranged with Bullseye, Henry Kristal, <br />Mr. Barnes, Attorney Gasteazoro, Fiscal Consultant Chenoweth, and <br />himself. The meetings are scheduled for March 16 and March 20 <br />at which time a preliminary development agreement will be drawn up. <br />Council discussed at length whether or not the City should be more <br />aggressive in obtaining development, the possibility of obtaining more <br />information from Mr. Cohen regarding his plans for the southeast quadrant, <br />lack of information regarding Bullseye's plans, whether or not all quad- <br />rants should be addressed at one time, and the need for a redevelopment <br />5'~ E <br />wr rw <br />SIREN <br />(con't.) <br />REPORT ON <br />LARPENTEUR <br />AVENUE WATER <br />MAIN <br />RESOLUTION <br />84-10 <br />SPRING DUMP <br />SCHEDULED <br />5/11 THROUGH <br />5/20 <br />
