MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 14, 1984 <br />PAGE 3 <br />~~ <br />Chief Renchin explained the need for daytime stand-by pay for members DAYTIME STAND <br />of the Department who man the station during severe storm periods. Day- BY SALARY FOR <br />time stand-by personnel are paid and the Department felt day personnel FIRE/RESCUE <br />should be compensated also. He calculated there should be sufficient APPROVED <br />funds in the salary budget to cover the additional amount. Mayor Eggert <br />moved, seconded by Councilmember Hard, that the request be granted. <br />Chief Renchin informed Council that the Department had determined the <br />need for a day Rescue Captain due to the increase in paper work for <br />ambulance runs. The salary would be $48.00 per month and the Depart- <br />ment, at this time, has funding. Councilmember Hard moved, seconded by <br />Councilmember Baldwin, that pay for the additional Captain be approved <br />retroactive to January 1, 1984. Motion carried unanimously. <br />Chief Renchin explained that the Sheriff's Department has determined <br />that the fire communications system is in need of replacement and has <br />requested that each participating Fire Department share in the cost, <br />$600 or $700. The Department has not budgeted funds for that purpose <br />and would like the Council to appropriate funds to cover the cost. <br />He stated that he was opposed to the arrangement, the County has been <br />asked to budget for replacement of the system every year since 1980, <br />but each year it is denied, and if the County does not budget for <br />such items this problem could arise again. Clerk Administrator Barnes <br />was of the opinion that the County should own the equipment rather <br />than having the ownership shared by the communities involved. He <br />had discussed the matter with Sheriff Zacharias and Couxity Commissioner <br />Salverda and was told by Mr. Salverda that there is a contingency fund <br />for such items. The City Attorney was directed to investigate the <br />matter and report back at the March 28th meeting. <br />Mayor Eggert moved, seconded by Councilmember Ciernia, that <br />Terry Rawson, 1383 Midway Parkway, St. Paul, MN be appointed to <br />the Fire Department subject to a physical and the one year probation <br />period. Motion carried unanimously. <br />Chief Renchin commented on the February 27, 1984 letter from Minnesota <br />Underwriters Agency, Inc. regarding ambulance malpractice insurance, <br />and inquired as to the cost as he felt it would be worthwhile. <br />Council discussed whether or not the rescue personnel are covered <br />by the City's liability insurance, and if so, why would additional <br />insurance be necessary. The City Attorney was directed to review <br />the present City policy and report at the next meeting. <br />Mayor Eggert explained that he had obtained further information on <br />PCA standards regarding the civil defense siren. The information he <br />had obtained previously and presented at the last meeting was in- <br />accurate. More recent information obtained from Dave Kelso, noise <br />expert at the PCA is as follows: PCA standards do not apply to <br />emergency sirens as they do not sound long enough to trigger <br />PCA standards (6 minutes), the City siren at 128 decibels would not <br />generate interior noise at 60 feet that would exceed OSHA standards, <br />based on OSHA standards the siren would not be a health hazard, and <br />the only consideration would be "nuisance value" to the adjacent <br />properties. Attorney Gasteazoro was of the opinion that a court <br />would decide public safety rules over nuisance.
