MINUTES ~ (~ <br />REGULAR CITY COUNCIL MEETING <br />MAY 23, 1984 <br />PAGE 2 <br />to the Metro Waste Control Commission. Ms. Fletcher informed that MWCC MWCC <br />received an award for 99% compliance with Federal and State standards in (cont.) <br />processing effluent. She stated that it is estimated that Falcon Heights <br />will be charged $3,000 per month less for waste treatment in 1985 due to <br />the fact that MWCC was $5,000,000 under budget last year, and that the <br />City should anticipate a 5.7% increase over the 1985-1988 period. She <br />also commented on the lake overflow problem and was of the opinion that <br />St. Paul would eventually be forced to separate the sanitary and storm <br />sewers as there may be an EPA ruling forcing them to do so. Ms. <br />Fletcher then presented a brochure explaining the duties and charges <br />of the Commission. <br />Ray Ode commented on the Wisconsin complaints regarding waste discharge, <br />and stated that the water quality downstream from the Metro plant has <br />increased considerably the past few years and it is expected that the <br />increase will continue. Ms. Fletcher, Mr. Wiger and Mr. Ode all <br />urged Council to contact them if problems or questions arise. <br />George Kilgriff, 1736 Tatum, was in attendance to express his concern GEORGE <br />that there is no berm buffering his property from Hewlett Packard. He KILGRIFF, <br />had understood that berming was to be apart of the site plan when 1736 TATUM, <br />approval was granted. Engineer Schunicht explained that there is a BERMING <br />break between the new and old berms and that when the plans were BETWEEN <br />reviewed, Hewlett Packard proposed shrubbery and landscaping rather HEWLETT <br />than berming. At that meeting, Mr. and Mrs. Frank Irving, 1745 Tatum, PACKARD & <br />whose property abuts the break in the berm made the statement they did HOMES TO <br />not object to the lack of berm if plantings were there. Attorney Gasteazoro THE EAST <br />explained that any changes at this time would require amending the build- <br />ing permit and would take Planning Commission and Council action. Mr. <br />Kilgriff stated he had talked to Don Hamilton of Hewlett Packard and that <br />they had suspended. planting of the trees along the buffer area and Mr. <br />Hamilton would contact Mr. K®lgriff by Friday concerning the matter. <br />Following a discussion, Mayor Eggert moved, seconded by Councilmember <br />Baldwin, that the Engineer and Clerk Administrator be directed to contact <br />the owners of the four lots along the interruption in the berm to determine <br />their wishes and discuss the matter with Hewlett Packard. Motion carried <br />unanimously. <br />The request from Warren Elert, owner of the apartment building at 1510 W. ELERT <br />W. Larpenteur, *_hat Council reconsider payment of the cost of sewer clean SEWER MATTER <br />out was deferred as Mr. Elert was not in attendance. DEFERRED <br />Mayor Eggert moved, seconded by Councilmember Chestovich, that the RESIGNATION <br />resignation of Marion Hood, 1597 Hollywood Court, from the Park and OF M. HOOD <br />Recreation Commission be accepted with regret. Motion carried unani- FROM PARK <br />mously. & REC. <br />Mayor Eggert moved, seconded by Councilmember Hard, that the Engineer FEASIBILITY <br />be authorized to prepare a feasibility report for utilities for the REPORT TO <br />proposed University Retirement Center and the rebuilding of Coffman BE PREPARED <br />Street. Motion carried unanimously. Engineer Schunicht stated he FOR UTILIT- <br />might possibly have the report ready by the June 12th meeting, but IES FOR <br />if not, it would be prepared by the June 27th meeting. RETIREMENT <br />CENTER <br />Council discussed the need to correct errors and make some changes <br />in the street/avenue designations as it is necessary to be uniform STREET/AVE. <br />with Ramsey County.
