MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 8, 1984 <br />PAGE 3 <br />Mayor Eggert moved, seconded by Councilmember Baldwin, that the Public HEARING ON <br />Hearing on Delinquent Sanitary Sewer Charges be scheduled for 8:00 P.M. DELINQUENT <br />on August 22, 1984. Motion carried unanimously. SANITARY <br />SEWER CHARGE <br />8/22/84 <br />Mayor Eggert presented a proposed Ordinance establishing a four year <br />term for the office of Mayor and explained that the reason for changing 4-YEAR TERM <br />the term was due to the inconvenience and expense of campaigning every FOR MAYOR <br />four years while Councilmembers are allowed four year terms. Council DEFERRED <br />discussed the pros and cons of such an ordinance and when it should be- <br />come effective. The matter was deferred until a future meeting. <br />After discussing a date for the Public Hearing on Reassessments for Albert/ NORTHOME <br />Pascal improvements, Mayor Eggert moved, seconded by Councilmember Hard, STREET <br />that the hearing be scheduled for 8:00 P.M., September 5, 1984 and that ASSESSMENTS <br />Resolution 84-29 be adopted. Motion carried unanimously. <br />RESOLUTION 84-29 <br />A RESOLUTION CALLING FOR A PUBLIC HEARING ON <br />REASSESSMENTS FOR ALBERT/PASCAL IMPROVEMENTS <br />Engineer Schunicht asked if only the streets and curb and gutter are to <br />be assessed and the storm sewer to be paid from the Minnesota State Aid <br />funds, and Council replied in the affirmative. <br />Mayor Eggert informed that the City Attorney and the Attorney for Bullseye <br />Golf have discussed a price for purchase of the liquor store and that <br />they have agreed to propose a price based on the average between the two <br />appraisals. Neil Maday, owner of Falcon Service Center, asked why the <br />City would sell the store to Bullseye for less than the $162,000 offered <br />by P-2 Properties, Inc. and if the store is sold to someone other than <br />Bullseye how it would affect Bullseye's use of the station property since <br />the plans show both the liquor store and station in the project. Mayor <br />Eggert replied that the City has agreed if Bullseye wishes to purchase the <br />liquor store at a price considered fair by the Council, the liquor store <br />would become part of the project. Mayor Eggert stated that it is difficult <br />to speculate on the sale of the liquor store as negotiations are on-going. <br />Councilmember Hard moved, seconded by Councilmember Ciernia, that the <br />list of election judges for the 1984 Primary and General Elections be <br />approved. Motion carried unanimously. <br />Attorney Van de North informed Council that he felt it prudent to obtain <br />a real estate appraiser to make a value of the improvements on Pascal/ <br />Albert and have that information on record for the assessment hearing. <br />Mark Parranto, the appraiser contacted by Mr. Van de North would con- <br />sider doing a comprehensive analysis of 6 or 7 parcels at a cost of <br />$2,500. Following a discussion, Mayor Eggert moved, seconded by Council- <br />member Ciernia, that the City Attorney be authorized to hire an appraiser <br />at a cost not to exceed $2,500. Motion carried unanimously. <br />RESOLUTION <br />84-29 <br />BULLSEYE/ <br />LIQUOR <br />STORE <br />DISCUSSION <br />ELECTION <br />JUDGES FOR <br />PRIMARY & <br />GENERAL <br />ELECTION <br />APPROVED <br />APPRAISER TO <br />BE HIRED FOR, <br />ALBERT/PASCAi <br />ASSESSMENTS <br />Engineer Schunicht asked if appraisal costs, consulting fees, etc. should be 10% ADDED TO <br />included in the cost of the project. Council agreed that the Engineer should PROJECT COST <br />add ten percent to the cost of the project. ALBERT/ <br />PASCAL <br />
