Motion carried unanimously. <br />RESOLUTION 84-33 RESOLUTION <br />84-33 <br />RESOLUTION ADOPTING DEVELOPMENT AGREEMENT BY AND <br />AMONG THE CITY OF FALCON HEIGHTS AND BULLSEYE <br />GOLF CENTERS, INC. <br />Council then addressed the Bullseye Building Permit Request. Mayor Eggert BULLSEYE <br />suggested that the permit be approved contingent upon receipt of a plan for BUILDING <br />decorative lighting along Larpenteur and gating the parking lot if no agree- PERMIT <br />ment is made with Embers for shared parking. APPROVED <br />City Planner John Uban commented on his memorandums dated August 17 and <br />September 4 regarding the Bullseye development. He explained that he <br />discussed the landscaping along Larpenteur with Ramsey County and some- <br />thing can be done between sidewalks and the parking, but not between the <br />street. and sidewalks. Mr. Uban was still hopeful that it might be <br />possible for Bullseye or the City to obtain use of the right-of-way on <br />the west which belongs to the State Highway Department. He felt it was <br />important that the City obtain the land if Bullseye cannot make an <br />agreement with MN/DOT. Mr. Uban had no reservations regarding going ahead <br />with the Bullseye development project. <br />Mayor Eggert moved, seconded by Councilmember Hard, that the building permit <br />be approved with the understanding that the final permit will not be granted <br />until Bullseye comes to Council with acceptable plans for gated employee <br />parking (in the event shared parking is not worked out with Embers), decorative <br />lighting along the Larpenteur corridor, and final landscaping. Motion carried <br />unanimously. <br />Engineer Schunicht presented his report dated August 30, 1984, regarding REPORT ON <br />the location of utilities for the proposed University retirees housing UNIVERSITY <br />project, and explained each part of the report. Following a short RETIREES <br />discussion, Mayor Eggert moved, seconded by Councilmember Chestovich, that HOUSING <br />the City Engineer be authorized to prepare a preliminary design, and start <br />negotiations with the University of Minnesota. <br />Gertrude Esteros, representing the retirees group, stated that they will <br />soon be coming to Council for variances, etc, and hope to start construction <br />in the spring. <br />Following a short discussion, Mayor Eggert moved, seconded by Councilmember DISPOSAL <br />Chestovich, that the Clerk Administrator make arrangements for disposal OF LIQUOR <br />of the lgiuor store inventory and fixtures. STORE <br />INVENTORY <br />Clerk Administrator Barnes presented the 1985 law enforcement contract FIXTURES <br />with Ramsey County Sheriff's Department and explained that the wording is <br />the same as the 1984 contract. Councilmember Hard brought up the problem 1985 <br />of shift change time and felt if the City is paying for 24 hour policing, SHERIFF'S <br />the County should provide 24 hour policing. The matter was deferred until CONTRACT <br />October 10, 1984 in order that the Clerk Administrator will have time to DEFERRED TO <br />contact the Sheriff's Department regarding the matter. 10/10/84 <br />Mayor Eggert noted the North Suburban Cable Commission budget for 1985 CABLE <br />and explained that any funds expended on behalf of the Commission will COMMISION <br />be reimbursed.
