MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />OCTOBER 25, 1984 <br />PAGE 3 <br />RESOLUTION 84-40 <br />A RESOLUTION CALLING FOR A PUBLIC HEARING ON THE <br />UNIVERSITY GORVE AREA STORM DRAINAGE PROJECT <br />Councilmember Hard explained that the Fire/Rescue Department has requested <br />that the number of members be increased from 30 to 36. He explained that <br />the Department is short of members at present particularly in the daytime, <br />and have persons who would be willing to work rescue but do not want to <br />be firefighters. With the increase in personnel, it would be possible to <br />hire rescue persons only and still maintain 30 firefighters. Following <br />a discussion, Mayor Eggert moved, seconded by Councilmember Hard, that <br />the City Attorney be authorized to review the existing ordinance relating <br />to fire personnel (No. 38) and prepare an amendment to the ordinance for <br />consideration by Council at the November 14, 1984 meeting. Motion carried <br />unanimously. <br />Clerk Administrator Barnes reviewed the City of Roseville's policy on <br />storm drainage utility and recommended that Council consider establishing <br />a similar utility to generate funds for any future storm sewer problems. <br />Following a short discussion, Mayor Eggert moved, seconded by Councilmember <br />Hard, that the City Engineer and Clerk Administrator be authorized to <br />prepare a preliminary report relating to revenue which might be generated, <br />and possible liabilities (potential storm sewer problems). Motion carried <br />unanimously. <br />Mayor Eggert requested that Council consider a workshop with the Planner, <br />Attorney, Engineer, and Fiscal Consultant to draft a comprehensive public <br />finance policy with specific reference to which portions of funds generated <br />should go into projects and which portions into other city projects, use <br />of 25 year tax increment bonds, and financial disclosure. After a <br />discussion, it was decided to schedule a workshop for either November 15 <br />or November 20, whichever date the consultants can be in attendance. <br />Clerk Administrator Barnes is to obtain information from other communities <br />and send copies to Councilmembers and Consultants prior to the meeting. <br />Mayor Eggert stated that he felt Council should make a decision in regard <br />to sidewalks, underground utilities, landscaping, etc. when a development <br />occurs in order that there will be uniformity. Council concurred they <br />would like to see these items included in developments. Staff was in- <br />structed to provide Council with a copy of that portion of the Compre- <br />hensive Plan pertaining to the matter, and request that the Planner <br />provide format policies other cities have used in redevelopment of <br />business districts. The matter will be discussed at a future meeting. <br />Council scheduled the following business breakfast meeting: (1) <br />November 13, 1984 at 7:30 A.M. with John Uban and the Redevelopment <br />Committee, and (2) December 18, 1984 at 7:30 A.M. with the Human Rights <br />Commission (perhaps with Roseville Human Rights Commission in attendance <br />also). <br />Mayor Eggert explained that Fire Chief Renchin had made him aware that <br />fire insurance carriers are required to apy 2% of premiums into the <br />Fireman's Benefit Fund, and he had requested the City Attorney give an <br />opinion on whether or not the City may ask for the name of fire insurance <br />
