MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 23, 1985 <br />PAGE 2 <br />Councilmember Ciernia moved, seconded by Councilmember Baldwin, that the <br />City's Fiscal Consultant be authorized to work with the University of <br />Minnesota Retirees Corporation to prepare numbers for the proposed project. <br />Motion carried unanimously. <br />Attorney Gasteazoro recommended that no hearing be set for tax increment <br />financing for the proposed Lido Cafe project as no application for tax <br />increment financing has been received, nor has a preliminary development <br />agreement been signed. The matter was deferred to February 13, 1985. <br /> <br />FISCAL <br />CONSULTANT <br />AUTHORIZED TO <br />WORK WITH <br />RETIREES <br />TIF FOR LIDO <br />CAFE DEFERRED <br />TO 2/13/85 <br />Councilmember Ciernia moved, seconded by Councilmember Baldwin, that Karen K. NORTHRUP, <br />Northrup, 1942 Summer St., be appointed to the Planning Commission for a 1942 SUMMER, <br />three year term (replacing Harold Nilsen). Motion carried unanimously. APPOINTED TO <br />PLANNING COMM. <br />Councilmember Ciernia moved, seconded by Acting Mayor Hard, that Carol Parks, <br />1531 W. Idaho, be appointed to the Park and Recreation Commission for a threeC. PARKS <br />year term. Motion carried unanimously. APPOINTED TO <br />PARK & REC. <br />Council discussed a request from the Fire/Rescue Department, that the <br />Municipal Code be amended to require numbers on both front and rear of <br />commercial buildingds and apartments. The Department has had problems <br />responding to emergency calls when the numbers are not in place. Acting <br />Mayor Hard moved, seconded by Councilmember Ciernia, that Ordinance No. <br />0-85-4 be adopted. Motion carried unanimously. It was stipulated that <br />the owners of these buildings be given a 30 day period in which to comply. <br />1 <br /> <br />ORDINANCE N0. 0-85-4 <br />AN ORDINANCE TO AMEND SUBDIVISION 2 PART 5-9.01 <br />OF THE CODE OF THE CITY OF FALCON HEIGHTS RELATING <br />TO NUMBERED ADDRESSES ON ALL RESIDENTIAL AND <br />COMMERCIAL STRUCTURES <br />Following a discussion, Acting Mayor Hard moved, seconded by Councilmember <br />Baldwin, that a workshop be held on Wednesday, February 13 at 6:00 P.M. <br />to interview the four applicants for the Council vacancy. Motion carried <br />unanimously. <br />Attorney Gasteazoro commented on the fact that Bullseye Golf has not <br />responded to the requests addressed in Mayor Eggert's letter of December <br />6, 1985. She was advised that a letter of reply was received this <br />afternoon and was provided with a copy. Council discussed the problems <br />encountered with Bullseye, the latest being operating a retail business <br />in the old liquor store, not warehousing (warehousing was permitted by <br />conditional use). Councilmember Ciernia stated that he understood the <br />liquor store building would be used for warehousing while the new build- <br />ing was under construction, and that if the store is being used for retail <br />sales, Bullseye is in violation of the parking requirements of the code. <br />He also expressed concern that the store is open Sundays and the impact <br />on the neighborhood. <br />ORDINANCE <br />N0. 0-85-4 <br />WORKSHOP <br />ON COUNCIL <br />APPLICANTS <br />2/13/85 AT <br />6:00 P.M. <br />BULLSEYE <br />GOLF <br />UPDATE <br />
