<br /> <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 8, 1985 <br />PAGE 4 <br />Clerk Administrator Barnes informed Council that Northern States <br />Power has indicated a willingness to put utilities underground <br />at the Snelling/Larpenteur intersection at an estimated cost of <br />$90,000 to $125,000. He also explained that Harvest States is <br />contemplating upgrading their electrical system, and with the <br />Bullseye project, proposed Lido project, and Snelling Avenue <br />improvements NSP felt it might be an appropriate time to put <br />utilities underground. Council directed the Clerk Administrator <br />to ask NSP to proceed with meetings with the Minnesota Department <br />of Transportation, and obtain a cap figure for plans and <br />specifications for the undergrounding of utilities, such information <br />to be placed on the May 22nd Consent Agenda. <br />~~ <br />UNDERGROUND <br />UTILITIES <br />AT LARPENTEUR <br />SNELLING <br />DISCUSSED <br />Council Baldwin requested that Item 5 (g) relating to the Bullseye BULLSEYE <br />Attorney be deferred until May 22 in order that Councilmember ATTORNEY ITEM <br />Ciernia will be in attendance for input. DEFERRED TO <br />5/22/85 <br />Clerk Administrator Barnes requested that reservations for the LMC ANNUAL <br />League of Minnesota Cities Annual Conference should be in prior CONFERENCE <br />to June 1, 1985, and Councilmembers wishing to attend should notify <br />the City Office which sessions are to be attended. <br />Mayor Eggert explained that due to threats of litigation. in respect <br />to the proposed Lido project the City Attorney was of the opinion <br />that any copying of Council/Planning Commission meeting tapes <br />should be done by City Staff. This plus requests for copies of <br />documents and other information has been time consuming for staff <br />and for that reason May~Eggert suggested that Council consider a fee <br />for such services. Atturney Van de North was of the opinion that <br />charging a fee would be appropriate. Following a discussion <br />Councilmember Chenoweth moved, seconded by Mayor Eggert, that a <br />fee of $15.00 per hour plus supplies be established for transcribing <br />or copying tapes, and that Staff confer and recommend a fee schedule <br />for copying of documents, such schedule to be placed on the May 22, <br />1985, Consent Agenda. Motion carried unanimously. Council also <br />requested that the City Attorney keep a record of costs incurred in <br />providing information to persons who might use that information <br />against the City. <br />Mayor Eggert requested that Council consider allowing the Boy Scouts <br />to complete the tree planting project along the fence line in the <br />park, especially in view of the fact that the residents in the area <br />had requested that trees be planted the length of the remainder of <br />the fence. Mayor Eggert moved, seconded by Councilmember Hard, that <br />Spruce trees be purchased by the City for planting by the Scouts, <br />the funds to be taken from the Green Space Fund. <br />Motion carried unanimously. <br />FEES TO BE <br />ESTABLISHED <br />FOR EXCESSIVE <br />SERVICES BY <br />STAFF <br />(COPYING, ETC.) <br />BOY SCOUTS TO <br />COMPLETE TREE <br />PLANTING ALONG <br />PARK FENCE LINE <br />
