MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 8, 1985 <br />PAGE 5 <br />Councilmember Hard moved, seconded by Councilmember Baldwin, that PORTABLE SIGN <br />the City's portable sign be used to inform the public of the TO INFORM OF <br />School Board Election on May 21, and the Fire/Rescue Department SCHOOL BOARD <br />Open House on June 8. Motion carried unanimously. ELECTION & <br />FIRE/RESCUE <br />OPEN HOUSE <br />Councilmember Hard expressed his disappointment with the Planning MAY 6, 1985, <br />Commission at their May 6th meeting as they provided no direction PLANNING <br />for Council on th4 Lido conditional use requ3st. That body had COMMISSION <br />raised a question regarding the code as it relates to devaluation MEETING <br />of property when a conditional use is granted, and Councilmember DISCUSSED <br />Hard requested they consider setting a special meeting after the <br />Attorney provides an opinion on the matter, but the Chairman of <br />the Commission applied that particular section of the code to the <br />Lido, but then approved an identical conditional use request from <br />the Falcon Heights United Church of Christ. <br />Councilmember Hard suggested that Council consider appointing a COUNCIL LIAISON <br />Council Liaison to the Maintenance Department especially as it TO MAINTENANCE <br />relates to budget matters, and indicated he would be willing to DEPARTMENT <br />serve in that capacity. Councilmember Baldwin felt that is a DISCUSSED <br />personal matter and the responsibility of the Clerk Administrator. <br />Council discussed at length the fact that Jay Morgan of the CITY EMPLOYEES <br />Maintenance Department has applied to serve on the Fire/Rescue SERVING ON <br />Department, whether it would be allowed, if so, how salary should FIRE/RESCUE <br />be established, and the fact that rules should be established DISCUSSED <br />relating to when a City employee may or may not leave the job for <br />Fire/Rescue service. The Fire Department has requested City <br />employees be allowed to serve as the Department is critically <br />in need of daytime personnel. The Clerk Administrator was asked <br />to meet with Chief Renchin and Council Liaison Chenoweth to develop <br />a policy relating to any City employee who might wish to serve on <br />the Department, such policy to be presented to Council for review. <br />Councilmember Chenoweth announced that the Fire Department had FIRE DEPT. <br />held their election and the following officers were elected: ELECTION <br />Chief, Jerry Renchin; Assistant Chiefs, Leo Lindig and <br />Ralph Dowdell. Chief Renchin's appointment will be placed on <br />the next Consent Agenda for Council approval. <br />Council discussed the signs placed on the City right-of-way DISCUSSION <br />along St. Mary's St. relating to the Lido Cafe proposed project. OF SIGNS ON <br />Clerk Administrator Barnes stressed the f-act that they are in ST. MARY'S ST. <br />violation of the Code by placing signs on the right-of-way. <br />Also discussed was the fact that the signs have the word "STOP" <br />on them and whether or not using the word "STOP" is permissible. <br />Councilmember Chenoweth moved, seconded by Mayor Eggert, that the ADJOURNMENT <br />meeting be adjourned at 10:23 p.m. <br />Motion carried unanimously. <br />
