MINUTES p ,~j <br />REGULAR CITY COUNCIL MEETING/PUBLIC HEARINGS Q `# <br />JUNE 26, 1985 <br />page 3 <br />to Hamline between Larpenteur and California. Mr. Schunicht stressed <br />the fact that the project will be funded by Falcon Heights, St. Paul, <br />Ramsey County, and Minnesota State Aid. <br />Jay McNabb, Palmer and Zweber, the law firm representing Robert Blomberg, JAY MCNABB <br />owner of the property at 1579-1583 Hamline, read a letter dated June 20, REPRESENTING <br />1985 listing Mr. Blomberg's concerns (a copy of which is on file in the BOB BLOMBERG <br />Clerk's Office). One main conern was access to the business during 1579-1583 <br />construction and whether or not one driveway could be kept open. Engineer HAMLINE <br />Schunicht will contact Mr. Blomberg and discuss the matter. <br />Mrs. Robert Dobin, 1362 West Larpenteur, commented on the fact that when <br />Albert Street was torn up, the Engineer said the alley between Larpenteur <br />and California from Albert to Hamline, did not need drainage, now they <br />are being told it is necessary. The Engineer explained that Albert is <br />higher than the alley so the alley must drain to Hamline. Mrs. Dobin <br />also wanted to know where they could park during construction when they <br />are not allowed to park on Larpenteur. Some suggestions were made-- <br />perhaps permit parking on Albert or Larpenteur, or the residents could <br />park on California. Engineer Schunicht explained that it would not <br />be torn up for more than one week. <br />Marvin DeMartino, 1345 West California, said that the County Engineer <br />had told him that Falcon Heights had requested the Hamline improvements <br />(in April of 1980, the City did adopt a resolution requesting such <br />improvements). Mr. DeMartino asked if MSA funds were to be used to <br />which Mr. Schunicht replied that they were. Mr. DeMartino expressed <br />the opinion that it was not feasible to repair only a four block area <br />of Hamline when five miles need repair. Mr. Schunicht explained that <br />other areas will be repaired when funds are available. <br />Robert L. Dobin, 1362 West Larpenteur, asked why the alley was not ROBERT L. <br />repaired when Albert Street was torn up. He also commented on the fact DOBIN, 1362 <br />that the Engineer had stated there was no need for storm sewer in the alley, LARPENTEUR <br />the reconstruction of Albert Street would solve the problem. Mr. Schunicht <br />again explained that the alley drains to Hamline, and guaranteed with the <br />proposed improvement that the alley will drain properly. <br /> <br />D. Thornquist, 1368 West Larpenteur, asked if the whole lot is being <br />assessed for storm sewer and the Engineer explained the drainage area <br />which would be assessed. Mr. Thornquist questioned whether or not the <br />alley would be done properly to specifications or level it off and patch <br />as it was done last time. Mr. Schunicht assured that it would be <br />completely reconstructed (a 20 year alley) and would be capable of <br />handling garbage trucks. <br />John Ringus, 1367 West California, objected to paying for storm drainage <br />as many years ago he had petitioned and paid for curb and gutters so <br />there would be drainage, and felt there was nothing wrong with the <br />storm sewer system. Engineer Schunicht explained that the existing <br />storm sewer has collapsed several times, was constructed. piecemeal, <br />and after 30 years streets and sewers do require reconstruction. <br />Mr. Ringus also commented on the alley construction in 1950 which <br />lasted two years before breaking up, and felt it had not been <br />done properly, there was not proper upkeep. Mr. Ringus felt that <br />since it had been bad for 30 years, he could stand it a few more years. <br />MRS.
