MINUTES (~, <br />REGULAR CITY COUNCIL MEETING/PUBLIC HEARINGS C7 <br />JUNE 26, 1985 <br />PAGE 4 <br />Ed Ahlberg, 1340 West Idaho, asked if Hamline would be widened to which ED AHLBERG <br />Engineer Schunicht replied it would be narrowed up in some places, 1340 WEST <br />widened in others to make the street in line, would be 44 to 48 feet IDAHO <br />wide, and would look much the same as it does now. Mr. Ahlberg also <br />commented on the flooding of his alley. <br />Mrs. Wicklund, 1359 West Iowa, had arrived late and asked that the Engineer ~S• <br />explain "collector street", and expressed concern that they would have WICKLUND, <br />trouble entering their garage while the street is under construction. 1359 WEST <br />Engineer Schunicht explained that it was possible the alley would be IOWA <br />inaccessible for a limited period of time. <br />Marvin DeMartino, 1345 West California, was concerned about the manner <br />in which his driveway would be replaced and Engineer Schunicht agreed <br />to discuss the plans with Mr. DeMartino. <br />In reply to a question from the audience, Mr. Schunicht explained that <br />the assessment hearing could be held in the fall of 1985 and assessments <br />would go on the 1986 taxes, or could be paid in 1986 and placed on 1987 <br />taxes. Councilmember Chenoweth stated that if the project is assessed <br />this year, it would save the City interest costs and, therefore, reduce <br />the assessments. <br />There being no others wishing to be heard, Mayor Eggert closed the Public <br />Hearing at 9:21 P.M. <br />Councilmember Ciernia felt that since the City had abated storm sewer <br />assessments for others in that area, that it would be fair to do the <br />same for the residents in this storm drainage area. He, personally, <br />favored abatement of storm sewer charges, and questioned some residents <br />being charged for the collector street and the street in front of the <br />house. Engineer Schunicht replied that no one is being assessed twice. <br />Councilmember Baldwin agreed. with Councilmember Ciernia that storm <br />sewers should not be assessed when applying to reconstruction. It was <br />pointed out that others in the community had been assessed for storm <br />sewer and the assessment policy adopted by Council provides for <br />assessment of storm sewers. Council discussed the items at length -- <br />both of the items of whether or not the assessment policy should be <br />amended. Mayor Eggert felt that the people still have the benefit of <br />the service and he would prefer to see them assessed. Councilmember <br />Hard felt it would be unfair as other neighborhoods had been assessed <br />and paid for storm sewers, and Councilmember Chenoweth stated if there <br />is to be a policy of not assessing the City could consider making the <br />entire City a storm sewer district, however, he felt the present policy <br />should be applied. <br />Councilmember. Ciernia moved, seconded by Councilmember Baldwin, that <br />the storm sewer assessment be deleted from the project, the cost approximately <br />$57,000, to be paid from MSA funds. Upon a vote being taken, the following <br />voted in favor thereof: Councilmembers Ciernia, and Baldwin, and the follow- <br />ing voted against the same: Mayor Eggert, Councilmembers Hard and Chenoweth. <br />Motion failed. <br />Mayor Eggert moved, seconded by Councilmember Hard, that Resolution R-85-34 <br />be adopted authorizing Ramsey County to proceed with the project.
