MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 14, 1985 <br />PAGE 3 <br />application for Industrial Revenue Bonds, and indicated he felt the <br />developer had met the requirements required by the City's policy. <br />Council expressed concern that no preliminary develpment agreement <br />is in place and discussed whether or not the $10,000 letter of credit <br />required is adequate. Both Attorney Van de North and Mr. Kubitchek <br />indicated there should be no problem in implementing the agreement. <br />Councilmember Chenoweth moved, seconded by Councilmember Ciernia, <br />that Resolution ~-85-46 be adopted contingent upon negotiation of a <br />preliminary development agreement. Motion carried unanimously. <br />RESOLUTION R-85-46 <br />A RESOLUTION RECITING A PROPOSAL FOR A COMMERCIAL FACILITIES <br />DEVELOPMENT PROJECT, GIVING PRELIMINARY APPROVAL TO THE <br />PROJECT, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE <br />COMMISSIONER OF ENERGY AND ECONOMIC DEVELOPMENT OF THE <br />STATE OF MINNESOTA FOR AN ALLOCATION OF AUTHORITY TO ISSUE <br />PRIVATE ACTIVITY BONDS, AND AUTHORIZING THE PREPARATION OF <br />NECESSARY DOCUMENTS AND MATERIALS IN CONNECTION WITH THE <br />PROJECT. <br />~I <br />~ _J <br /> <br />Mayor Eggert moved, seconded by Councilmember Chenoweth that Resolution <br />R-85-46 be adopted. Motion carried unanimously. <br />RESOLUTION R-85-47 <br />A RESOLUTION CALLING FOR A PUBLIC HEARING ON A PROPOSAL FOR <br />A COMMERCIAL FACILITIES DEVELOPMENT PROJECT PURSUANT TO THE <br />MINNESOTA MUNICIPAL INDUSTRIAL DEVELOPMENT ACT, AND <br />AUTHORIZING THE PUBLICATION OF A NOTICE OF THE HEARING <br />Mayor Eggert moved, seconded by Councilmember Ciernia, that the Public <br />Hearing for Assessment of Delinquent Sanitary Sewer Charges be scheduled <br />for August 28, 1985, at 8:00 p.m. Motion carried unanimously. <br />Attorney Van de North presented the first draft of an ordinance relating <br />to moving of existing buildings and recommended that Council review the <br />information for discussion at the September 11th meeting. <br />Attorney Van de North explained that the City of St. Paul is presently <br />working with Chemlawn Lawn Service and the Department of Agriculture to <br />prepare an ordinance relating the licensing of lawn services, and <br />recommended that Council wait and monitor that work rather than preparing <br />a Falcon Heights ordinance at this time.
