Motion carried unanimously. <br />ial <br />hich <br />of <br />ing <br />at <br />RESOLUTION R-85-54 <br />A RESOLUTION RECITING A PROPOSAL FOR A COMMERCIAL <br />FACILITIES DEVELOPMENT PROJECT, GIVING PRELIMINARY <br />APPROVAL TO THE PROJECT PURSUANT TO THE MINNESOTA <br />MUNICIPAL INDUSTRIAL DEVELOPMENT ACT, AUTHORIZING <br />THE SUBMISSION OF AN APPLICATION FOR APPROVAL OF <br />THE PROJECT TO THE COMMISSIONER OF ENERGY AND <br />ECONOMIC DEVELOPMENT OF THE STATE OF MINNESOTA, AND <br />AUTHORIZING THE PREPARATION OF NECESSARY DOCUMENTS <br />AND MATERIALS IN CONNECTION WITH THE PROJECT <br />Council then resumed the discussion of the sewer surveys. Engineer <br />Schunicht estimated the cost for the survey would be between $4,000 <br />and $5,000, if both sanitary and storm sewers are done at the same <br />time it might be possible to do both for $5,000. Council discussed <br />at length whether or not the study is necessary, how costs could <br />be projected 20 or 30 years into the future, whether to fund <br />repair and replacement of storm sewers from a tax levy or a <br />quarterly charge similar to the sanitary sewer charges, the <br />possibility of doing the storm sewer study at this time and continue <br />to estimate sanitary sewer charges as it has been done in the past, and <br />the fact that most of the sanitary sewers in the City were installed in 1957 <br />and should still. have a long life ahead based on the 60 to 80 life expectancy. <br />Following the discussion, Mayor Eggert moved, seconded by Councilmember <br />Ciernia, that the Engineer be authorized to prepare a study of the storm <br />sewer system. Upon a vote being taken, the following voted in favor <br />thereof: Mayor Eggert, Councilmembers Ciernia, Chenoweth and Baldwin, <br />and the following voted against the same: Councilmember Hard due to <br />the fact that he felt the sanitary sewer should be included in the study. <br />Motion carried. <br />Attorney Gasteazoro reviewed with Council the proposed amendment to the <br />City Code relating to the relocation of buildings or structures, and <br />Council recommended changes. Councilmember Ciernia moved, seconded <br />by Councilmember Baldwin, that Ordinance No. 0-85-13 be adopted, and <br />publication authorized.
