MINUTES • ~ c~ <br />SPECIAL CITY COUNCIL MEETING 1 t3 <br />NOVEMBER 26, 1985 <br />PAGE 3 <br />1986 <br />Control after which Councilmember Ciernia moved, seconded by Council- ANIMAL <br />member Baldwin, that the contract be approved for 1986, but that the CONTROL <br />firm be monitored and a log be kept of any problems. Motion carried CONTRACT <br />unanimously. APPROVED <br />Mayor Eggert moved, seconded by Councilmember Chenoweth, that the RESIGNATION <br />resignation of Annette Geistfeld, 2173 Folwell, from the Parks and OF ANNETTE <br />Recreation Commission be accepted. Motion carried unanimously. GEISTFELD, <br />2173 FOLWELL <br />PARK & REC <br />Council discussed Fire Marshal Terry Iverson's memo dated November <br />20, 1985, relating to communication problems between the Fire FIRE DEPT./ <br />Department and Building Inspector. Chief Renchin was in attendance BUILDING <br />and commented. on recent code problems at DeLange Dancers Studio. INSPECTOR <br />Council directed that City Staff require three copies of all plans PROBLEMS <br />for commercial buildings, one of which will be given to the Fire <br />Department, and that building permits for such structures provide <br />an area for a Fire Department representative's signature. <br />Chief Renchin and Assistant Chief Lindig presented information CITY TO <br />obtained at the Minnesota Fire Chief's Convention relating to OBTAIN <br />increased liability for fire personnel, due to the increase in INFORMATION <br />the number of claims and the huge settlements being awarded. ON INCREASED <br />Council requested that City Staff obtain quotes on the cost of LIABILITY FOR <br />000 and $5,000,000 limits for the Chief, two Assistant Chiefs, <br />000 <br />$3 FIRE OFFIERS <br />, <br />, <br />and Fire Marshal. The matter will be discussed further at the <br />December 11, 1985 meeting. <br />Council briefly discussed the vaccination of Fire and Rescue ALL FIRE/ <br />Personnel for Hepatis B, and due to the fact that many firefighters RESCUE <br />respond to rescue calls, felt that all members should be vaccinated. PERSONNEL TO <br />Councilmember Chenoweth moved, seconded by Councilmember Ciernia, RECEIVE <br />that shorts for all EMT's and Firefighters be approved. Motion HEPATITIS B <br />carried unanimously. VACCINE <br />Council then discussed whether or not to purchase the transmitter PURCHASE OF <br />for the defibrillator, which was addressed at previously meetings TRANSMITTER <br />and a workshop. Chief Renchin related to recent ambulance calls FOR <br />where the transmitter would have been of great benefit to the. DEFIBRILLATOR <br />patients, and asked that Council approve the purchase of the AUTHORIZED <br />transmitter. Councilmember Ciernia stated he had discussed the <br />matter with Chief Renchin and felt it a fee schedule could be <br />established to help defray the cost of the equipment he would <br />be in favor of the purchase. Mayor Eggert agreed and offered to <br />meet with Chief Renchin to figure out some fee schedules. <br />Councilmember Chenoweth moved, seconded by Councilmember Ciernia, <br />that purchase of the transmitter be authorized, and that the fee <br />schedule be adjusted. Councilmember Hard offered an amendment <br />requiring that the Fire Department prepare and present a five year <br />capital improvement plan prior to budgeting for 1987. It was <br />decided the proposed amendment should be handled as a separate <br />item, therefore, the motion remained as originally made.. Upon a <br />vote being taken, the motion carried unanimously. <br /> CAPITAL IMPRO- <br />Councilmember Hard requested that the matter of capital improvement VEMENT PLAN <br />plans for the Fire/Rescue Department, Public Works, and Parks and FOR DEPTS.
